Dear State Board members, chancellors, and presidents,

Washington's Community and Technical Colleges (CTCs) enrolled 117,106 full-time equivalent students (FTES) in spring quarter of 2023, an increase over spring 2022 of 4 percent (+4,666 FTES). This includes 81,067 state-funded FTES (up 5 percent, or +3,559 FTES), 34,383 contract-funded FTES (up 2 percent, or +791 FTES), and 1,656 self-funded FTES (up 24 percent, or +316 FTES).

Full-time equivalent enrollment for all quarters in Academic Year 2022-23 increased 2 percent (+3,184 FTES) compared with the prior year, with 133,357 FTES enrollment across the CTC system. State-funded enrollment ended the year with 94,594 FTES, roughly flat compared with the prior year (+63 FTES). Year-over-year enrollment of contract-funded FTES increased 8 percent (+2,672 FTES) to 36,834 FTES, while self-funded full-time equivalent enrollment rose 30 percent (+448 FTES) to 1,930 FTES.

Compared with last year, spring quarter of 2023 saw enrollment increases for:

  *   Apprenticeships: up 22 percent (+581 FTES);
  *   Applied Baccalaureate: up 5 percent (+201 FTES);
  *   Basic Education for Adults: up 29 percent (+3,109 FTES);
  *   Basic Food, Employment and Training (BFET): up 17 percent (+416 FTES);
  *   Corrections: up 32 percent (+496 FTES);
  *   I-BEST: up 2 percent (+53 FTES);
  *   International: up 12 percent (+531 FTES);
  *   International Contracts: up 18 percent (+611 FTES);
  *   Running Start: up 0.2 percent (+35 FTES); and
  *   WorkFirst: up 38 percent (+351 FTES);

CTC enrollment of Worker Retraining students declined 9 percent (-395 FTES), and eLearning enrollment was down 4 percent (-3,164 FTES)
