[BFET] Updated Time and Effort Guidelines & Billing Reminder

Hi All,

Just a couple of quick reminders -

First, don't forget that invoices for all grant expenses through 3/31/2017 are due in OBIS<https://obis.sbctc.edu/login.aspx> no later than 4/30/2017.

Second, don't forget about time and effort.  It may be a great time to verify that all quarterly time and effort documents are completed (and those monthly ones as well!).

We've made a few small changes to the Time and Effort Guidelines<https://ogms.sbctc.edu/docs/TimeEffortGuidelines.pdf>.  Notable changes are:


1.      Clarifications made to the Employee Classifications on page 5.

2.      After-the-Fact Recording Activity on page 7 - clarification that 100% of an employee's time must be accounted for on a single, consolidated report each month (or pay period if reports are done more often than monthly). For example, an employee charged 50% to Federal Grant A and 50% to Federal Grant B must have one time and effort report that reflects 100% of their total time compensated - not one report that reflects the 50% of the time they worked on Federal Grant A and a separate report that reflects the 50% of their time that they worked on Federal Grant B.

3.      Removal of "grant category/activity" language from a couple of bullets.  We removed the requirement to report time and effort by grant activity several years ago and removed most references from the Guidelines.  We missed a few references, so we're cleaning those up now. You must still track time and effort by grant/funding source, but you do not have to track it by individual grant activity. For example, staff or faculty charged to your WorkFirst grant (with as many as 10 different activities), can simply have a "WorkFirst" line on their time and effort reports.  They do not need to have lines for WorkFirst-CJST, WorkFirst-Financial Aid, WorkFirst-Internal Controls, WorkFirst-Basic Skills, etc.

4.      Added Appendices A, B, and C.

a.      Appendix A contains a checklist for After-the-Fact Reporting processes and forms

b.      Appendix B contains a checklist for Plan Confirmation processes and forms

c.      Appendix C contains frequently asked questions.
