Changes of Note
WorkFirst Work Study Planning Numbers
The SBCTC is taking a new approach to determining WorkFirst Work Study (WFWS) planning number earmarks for FY24. Previously, the SBCTC would offer a funding survey in July each year to allow colleges to request WFWS earmarked funds, which created a delay in distributing WFWS earmarked funds each fiscal year. Additionally, the system-level WFWS earmark was temporarily reduced during the pandemic to $750,000.

For FY24, the standard system WFWS earmark is returned to $1.5M. Additionally, WFWS earmarked funds have been included in planning numbers, where the college level amounts were determined based on the proportional share of FY23 WFWS budgets for each college. Colleges will still have the opportunity to decline a portion of these funds through the grant application, and request or return WFWS earmarked funds through quarterly funding surveys.

Take Back Policy – Under Review
After many years of delayed implementation due to the pandemic, the SBCTC is currently reviewing the decision to  implement the Take Back Policy in FY24. While this is under review, colleges are advised to prepare for potential implementation by reviewing the Take Back Policy on page 11 of the FY24 WFDA Program Guidelines<https://ogms.sbctc.edu/docs/2023-24WFDA/fy24-wfda-grant-guidelines.pdf>, also included in the section below.

At this time, all grant amounts reflect the WorkFirst funding formula planning numbers, and may be adjusted in August of 2023 if implementation of the Take Back Policy occurs.

Take Back Policy – FY24 WFDA Guidelines Excerpt
If the actual WorkFirst final grant funds expended at a college fall short of the final award amount by more than 10% for two years in a row, the college is subject to a reduction in grant funds in the next year going forward.  The reduction is equal to 75 percent of the difference between the grant amount and the actual grant funds expended in the second consecutive year of missed targets.

Earmarked funds (e.g. WorkFirst Work Study and Student Support Funds) are not included in these calculations. If a grant recipient in a reduction year expends their award within the 10% allowance, they will receive their full award in the following year. Grant recipients in a take back year are permitted to request additional funds during funding surveys, however additional funds are not guaranteed.
