[Wsssc] Mid-week legislative update

Good morning WSSSC,

First, thank you to the 20 folks who have registered for our spring meeting at Skagit. There is sure to be plenty of great conversation, food, cultural celebrations, and fingers crossed for sun. Next, if you did not know, today is an important day in the legislature. The legislature has until 5 p.m. today to vote bills out of the opposite chambers from where they originated. After the cutoff date, lawmakers will then need to review changes made by the other chamber on bills that are returned. If any amendments from the opposite chamber were added, legislators in the chamber where bills were initially introduced must go back and agree to those changes. This is where the rubber meets the road, hold on!

IMPORTANT BUDGET BILLS

  *   Makes biennial operating budget appropriations for the 2023-25 biennium and supplemental operating budget appropriations for the 2021-23 biennium.
ESSB 5187<https://app.leg.wa.gov/billsummary?BillNumber=5187&Initiative=false&Year=2023> - Making 2023-2025 fiscal biennium operating appropriations.

  *   Makes biennial operating budget appropriations for the 2023-25 biennium and supplemental operating budget appropriations for the 2021-23 biennium.
ESSB 5200<https://app.leg.wa.gov/billsummary?BillNumber=5200&Initiative=false&Year=2023>/HB 1147 - Concerning the capital budget.

  *   Makes biennial capital budget appropriations for the 2023-25 fiscal biennium.
  *   Makes 2023 supplemental capital budget appropriations for the 2021-23 fiscal biennium.


STUDENT SERVICE BILLS – Updated 4/22/23 to reflect legislation as currently written
HB 1559<https://app.leg.wa.gov/billsummary?BillNumber=1559&Year=2023&Initiative=false> companion to SB 5566 - Establishing the student basic needs at public postsecondary institutions act.

  *   Establishes benefits navigators at each institution of higher education, university campus, and the tribal college.
  *   Creates the Free and Reduced-Price Meals Pilot Program.

SB 5079<https://app.leg.wa.gov/billsummary?BillNumber=5079&Initiative=false&Year=2023> - Concerning the date by which tuition operating fees are established.

  *   Requires the Office of Financial Management to calculate, and transmit to institutions of higher education, the maximum annual increase in tuition operating fees for resident undergraduates every year by October 1.
  *   WIN: Signed by the Governor on 3/30/23, effective on 7/23/23

HB 1232<https://app.leg.wa.gov/billsummary?BillNumber=1232&Initiative=false&Year=2023> – Enhancing College Bound Scholarship Program

  *   Eliminates the grade point average requirement for all students other than those seeking direct admission to a public or private four-year institution of higher education.
  *   Requires the Education Research and Data Center to annually send College Bound Scholarship data submitted by the institutions of higher education to the Washington Student Achievement Council.

  *   Creates a postsecondary wrestling grant program.


ESSB 5702<https://app.leg.wa.gov/billsummary?BillNumber=5702&Initiative=false&Year=2023> -Expanding the students experiencing homelessness and foster youth pilot program.

  *   Makes the students experiencing homelessness and foster youth program permanent.
  *   Allows community and technical colleges participating in the program to apply for grant funds for establishment of a subsidized housing or housing voucher program.
  *   Adds the tribal college as eligible to participate in the program.
  *   WIN: Passed – headed to Governor’s office for signing!


2SSB 5593 -<https://app.leg.wa.gov/billsummary?BillNumber=5593&Initiative=false&Year=2023> Improving equity in the transfer of student data between K-12 schools and institutions of higher education.

  *   Requires institutions of higher education to enter into data-sharing agreements with the Office of the Superintendent of Public Instruction (OSPI) to facilitate the transfer of high school student directory information for purposes of informing students about postsecondary educational opportunities.
  *   Requires school districts to annually transmit directory information for all enrolled high school students to the OSPI and directs the OSPI to make that information available to institutions of higher education.
  *   Directs the OSPI to identify a process for making information about a student's enrollment in an institution of higher education available to the student's school district.
  *   Requires private, four-year, not-for-profit institutions of higher education.

DUAL CREDIT BILLS
2SSB 5048<https://lawfilesext.leg.wa.gov/biennium/2023-24/Pdf/Bill%20Reports/Senate/5048%20SBR%20HEWD%20OC%2023.pdf?q=20230210095637> - Eliminating college in the high school fees.

  *   Requires institutions of higher education to provide enrollment and registration in College in the High School (CHS) courses at no cost to students in grades 9 through 12 at public high schools.
  *   Requires the Legislature to appropriate funds to fund CHS courses, at inflation-adjusted rates.
  *   Directs high schools that provide CHS courses to include information in the course catalog, and to notify parents and guardians by email and in beginning of the year packets, that there is no fee for students to enroll in CHS courses. Requires the parental and guardian notifications to also explain CHS credit transfer procedures.

SHB 1316<https://app.leg.wa.gov/billsummary?BillNumber=1316&Year=2023&Initiative=false> - Expanding access to dual credit programs.

  *   Requires public schools to allow eligible students to participate in Running Start.
  *   Allows Running Start students to be funded up to a combined maximum enrollment of 1.4 FTE.
  *   Directs the Office of the Superintendent of Public Instruction to adopt rules to fund student enrollment in running start courses during the summer academic term up to a maximum of ten college credits per student per summer academic term.

HB 1146<https://app.leg.wa.gov/billsummary?BillNumber=1146&Initiative=false&Year=2023> - Notifying high school students and their families about available dual credit programs and any available financial assistance.

  *   Requires school districts to provide information about dual credit programs and any financial assistance available to reduce dual credit and exam costs for students and their families.
