This is a unique one-time opportunity to get state-level information on the prevalence of postsecondary basic needs insecurity to drive state-level change and increased support. All public baccalaureates in Washington have now committed to participate, and we hope that CTCs will join as well so we can better educate policy makers for Postsecondary Basic needs support in the coming year.

Frequently Asked Questions:
Is this survey anonymous?  How will students experiencing basic needs insecurity know what to do to get help?
This survey is anonymous.  Students for each participating institution will receive an institution-specific link for resources or assistance on basic needs.  This support information is provided by the institution in the Participation Agreement.

Which students should be included in the survey?
The census-level survey will to be fielded to all enrolled students, with the only exception of continuing education students.  This does include basic education students and BAS students.  The survey asks respondents about their academic program on question 25.

Can we field the survey using students' personal email addresses?
Yes.  The college can share the survey link via email to email addresses that students have provided to the college.  The college does not need to field the survey using only college email addresses - personal emails are appropriate.

How can my institution sign up to participate?
Institutions need to complete the attached Participation Agreement and return it to WSAC via email (Amim at wsac.wa.gov<mailto:Amim at wsac.wa.gov>).  Please return the Participation Agreement as soon as possible, with a deadline of August 29.

Is there a cost to participate?
There is no cost for institutions to participate in this statewide survey.  In fact, the expanded survey instrument will be available to participating institutions for future local or regional use at no cost. Once we've signed the Participation Agreement, what does my institution need to do to field the survey this fall?

  1.  Determine the time period between Sept 9 and Nov. 29 that you want to field the survey.
  2.  Share the survey link with all students enrolled in a program of study during fall term following the Guidelines.  (WSAC and Research Partner WWU will send the survey link the first week of September)

How will the data and findings be shared?
The state-level analysis will be completed in December and a report on state-level findings is anticipated to be available in January.  Participating institutions may request their institution's survey data set for further exploration of institutional and regional insights after the report release, January 16-31, 2023.

What is the importance of the Washington Basic Needs Survey?

Unmet basic needs represent an increasing barrier to students' success and Washington's state goal of 70% postsecondary attainment.  Recent research<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fhope4college.com%2Frc2021-bni-during-the-ongoing-pandemic%2F&data=05%7C01%7Camim%40wsac.wa.gov%7Cafe12b55ce71409d538508da85330d89%7C11d0e217264e400a8ba057dcc127d72d%7C0%7C0%7C637968751574333793%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=W6y6xjMetJN6aMgKqAtc%2FbZ6PIR4I8lHBCOtw8uWNW0%3D&reserved=0> shows that basic needs barriers are exacerbated by our current economic and public health crises, and are impacting an expanded population of students, particularly low-income students and students of color.  Washington has lacked state and regional information to drive larger-scale policies, programs and investments to address the attainment barriers of basic needs insecurity.  State and regional data on unmet basic needs can help Washington more effectively tackle basic needs barriers to postsecondary attainment by:

  *   Increasing awareness of the true scale of basic needs insecurity, particularly in communities and education sectors where it may be "invisible" or counter to popular perception.
  *   Pointing to disparate impacts in particular student populations through the lenses of student status, race/ethnicity, veteran or employment status, etc.
  *   Serving as an advocacy tool for data-driven solutions on campus, regional and state levels.
What are the benefits at an institutional level to have prevalence data on basic needs insecurity?

The Work Group identified multiple benefits to colleges.  On an institutional level, data on unmet basic needs prevalence will help colleges:

  *   Increase institution-wide awareness and understanding of students' basic needs barriers, and engage campus and community partners in solutions.
  *   Better inform institutional strategic planning for targeted, coordinated support toward students' retention and completion, as well as inform opportunities for regional and state collaboration.
  *   Provide data to drive investment and grant opportunities from local, state and national partners.

Who developed this survey?

The Work Group included representatives from multiple community and technical colleges and baccalaureate institutions facilitated by the Washington Student Achievement Council, and built consensus that critical basic needs data can drive change in institutions, regions, and the state.
