Hi Pat,



Inauguration Day is traditionally a momentous day in Washington, filled with a sense of optimism and hope for the incoming Administration. This time, Inauguration Day is very  different, held in the midst of a pandemic and just two weeks to the day after an insurrection on the Capitol initiated by the outgoing President.



However, a palpable sense of relief can already be felt this morning by institutionalists in both parties, with a yearning for a desire for a return to normalcy in governing. One of the very first steps in this process happens later today when the incoming Biden Administration invokes a set of Executive Orders, seventeen in total, as well as rescinds many of the prior Administration's Executive Actions. These E.O.'s are designed to set the tone for the new Administration on high profile items impacting the economy, health care climate, immigration, foreign affairs, and racial equity, with more to be signed in coming days.



Among the E.O's to be signed today are the following:



  *   A coordinated federal COVID response
  *   Reentry into the WHO
  *   Restoration of DACA
  *   Delay of federal student loan payments until September 30th
  *   Extension of moratorium against foreclosures and evictions
  *   Reentry into Paris Climate accord
  *   Government wide efforts to advance racial equity
  *   Rescinding the E.O. 13950 limiting contractors ability to provide diversity training for employees
  *   Stop border wall construction
  *   Eliminate the "Muslim ban"
  *   Issue a freeze on new regulations
  *   Require masks for government employees and contractors.



Please find the initial list of E.O.'s attached, along with a list of recent agency rulemaking by the outgoing Administration commonly referred as "midnight rules" that will be reviewed by the Biden team.
