Important Budget Guidance Regarding the SSEH Pilot and SEAG Program Request for Applications

We were delighted to see the value placed on wholistic support for post-secondary students during the 2021 WA State Legislative Session. In the following guidance, we will share how appropriations made within the 2021-2023 WA State operating budget<https://app.leg.wa.gov/billsummary?BillNumber=5451&Year=2021&Initiative=false> translate to the current request for application processes for the Supporting Students Experiencing Homelessness (SSEH) Pilot and the Student Emergency Assistance Grant (SEAG) Program.

Supporting Students Experiencing Homelessness (SSEH) Pilot
The legislature appropriated 1.03 Million to fund the SSEH Pilot expansion through HB1166<https://app.leg.wa.gov/billsummary?BillNumber=1166&Year=2021&Initiative=false> over the next two years. Although this was less funding than originally expected, we have not adjusted the maximum funding request limit for college applications of $108,000 per year. Please note, we will not be able to fund all requests at the maximum amount and reserve the right to adjust SSEH Pilot allocations, as needed. We recommend that colleges consider the full breadth of resources being made available to communities across WA State for homelessness response and prepare your 2-year budgets accordingly. We strongly encourage colleges that apply for the SSEH Pilot to also apply for the SEAG Program in order to leverage these funding sources to support students' needs during the ongoing crises and recovery efforts.

Student Emergency Assistance Grant (SEAG) Program
Thanks to the extraordinary reporting efforts of our current SEAG Program colleges during FY20-21, the WA State Legislature has increased the 2-year budget from 1.5 Million to 8 Million. This significant increase means all CTC's that meet the minimum application requirements will be funded. Colleges should calculate their 2-year budgets by assessing students' needs, evaluating existing available resources and identifying what additional resources are required to better support students' requests for emergency assistance. There is no maximum funding request limit. Colleges can anticipate the average allocation will be roughly $115,000 per year. Some colleges may need less and some colleges may need more, especially any colleges applying as districts. SBCTC will take great care to utilize SEAG Program funding to award college applications based on demonstrated need and reserves the right to adjust actual allocations, as needed. The 2021-23 Emergency Assistance Grant Program Guidelines and OGMS are being updated to reflect this change.

Additionally, we have received several questions about allowable expenditures within the SEAG Program. Please see the following information to assist with your budgeting process:

*       Administration costs may not exceed 10% of the total budget. Administration costs may include staff time for program oversight, administration of funding requirements (i.e. completing application materials and reports), monitoring budgets, supervision of staff and faculty involved in the SEAG Program and other associated expenses.

*       The primary purpose for SEAG Program funding is to provide monetary aid to students. Therefore, the largest portion of the budget should be allocated toward the student grants line in the Direct Services section.

*       Staff time associated with providing direct services to students should be budgeted on the Program Supports line. Direct services may include processing student requests, following up with students to assess whether the emergency has been addressed, and making referrals to additional resources, etc.

*       Indirect costs are not an allowable expenditure with these allocated state funds.
