Operating budget:

*       Community and technical colleges are key to economic recovery for people and businesses across our state.

*       We serve the people who have been most impacted by COVID-19 - people of color, low-wage workers, young adults, and people without a college credential. So...we play a vital role in not just creating a strong economy, but a more inclusive economy.

o   Half (47%) of our students are students of color.

o   Sixty percent of our students experienced hunger or housing insecurity last fall, before COVID (per Real Hope report<https://www.sbctc.edu/blogs/news-releases/2020/college-students-hungry-homeless.aspx>)

*       Our relationships with local and regional businesses make us uniquely qualified to train students for real-time job opportunities and upskill workers for businesses rebounding from the recession.

*       The Legislature made vital investments in higher education in 2019. Budget cuts to community and technical colleges will reverse this progress and hurt Washingtonians just when they need education and training the most.



Capital budget:

*       Capital investments will stimulate local economies and put Washingtonians to work in well-paying jobs all over the state.

*       People of all ages and backgrounds will benefit from modern, healthy and safe facilities as they learn skills for a tight and changing job market.

*       Our request is listed in priority order and ranked on a rigorous assessment.

o   The size of the request reflects the increasing cost of repairing and replacing buildings that have aged over a 10-year period in which the state provided no growth in capital funding for our system.

*       With low interest rates and a competitive construction market, this is the perfect time to invest and break through a backlog of projects that get more expensive as time goes by.
