* General Information:
* During a press conference held on Wednesday, April 29th, Governor Inslee shared data that he was relying upon to determine when and how the state would reopen. He shared a new COVID-19 risk assessment dashboard<https://www.governor.wa.gov/sites/default/files/4_29_DataVisualizations.pdf> to aid the state in gauging when and how to best lift restrictions around 'Stay Home, Stay Healthy<https://www.governor.wa.gov/sites/default/files/proclamations/20-25%20Coronovirus%20Stay%20Safe-Stay%20Healthy%20%28tmp%29%20%28002%29.pdf>" in Washington.
* Wednesday marked 100 days since the first case of COVID-19 was confirmed in Washington state. The governor mentioned that in the coming weeks, the state will slowly start "turning the dial" on several physical distancing restrictions in accordance with changing epidemiological and public health data. "It is important to share information and data that informs our decisions," Inslee said. "As each decision we make informs choices that impact the health and safety of Washingtonians, we want to show that there are multiple indicators we rely on for how we can remain healthy and open our businesses." * Governor Inslee issued a statement today supporting the federal government's action to invoke the Defense Production Act in order to increase available testing supplies for states.
o Governor Inslee has scheduled a press conference to 2:30 pm., Friday (May 1). The governor will be joined by John Wiesman, secretary of Washington State Department of Health and Vice Admiral Dr. Raquel Bono, director of Washington state COVID-19 health care response. During Wednesday press conference, the Governor stated that he would provide additional details on his extension of the Stay Home, Stay Healthy order.
* Employment
* During the week of April 19-25, there were 1,455,908 total claims for unemployment benefits filed by Washingtonians for unemployment benefits. Initial claims for regular unemployment benefits increased by 67 percent, and total initial claims increased by 453.3 percent over the previous week. While this is an increase of almost 10,000 percent over the same week last year, an average of 1.5 initial claims were filed per person for UI, PUA and PEUC. This was the first week that initial claims could be filed by individuals such as self-employed workers and independent contractors.
In addition, during the week of April 19-25, ESD paid out over $988 million (an increase of $811.2 million from the previous week) to a total of 504,407 claims (an increase of 151,498 from the previous week). An individual can file more than one claim, so the number of claims does not equate to individuals - that number is below.
Since the week ending March 7 when COVID-19 job losses began:
* A total of 787,533 distinct individuals have filed for unemployment insurance
* ESD has paid out nearly $1.5 billion in benefits to Washingtonians
* 504,284 individuals who have filed an initial claim since the pandemic began have been paid
Below is an eight-week summary of statewide initial claims filed since the start of the COVID-19 crisis:

* Instruction/Student Services
* From a quick poll of colleges, it appears that about 27 of 30 districts have received their CARES Act student emergency grant funds.
* State Board staff are currently surveying colleges on their fall quarter plans.
* A workgroup that includes representatives from the higher education institutions (Independent Colleges, COP, Private Career Schools, public universities and CTC) begin meeting next week to share information on fall quarter plans.
* Issues being worked (These items were included in the April 16th Update)
o Seeking clarification from the Governor's Office and Department of Health on appropriate PPE for students, faculty and employees allowed to be on campus in earlier states of reopening (i.e., if hands/or equipment intensive programs are included as part of Phase 1). Clarity is also being sought on liability, if any, associated with colleges providing PPE to student and staff.
o State Board staff are asking for updated direction on protocols that should be followed if a college is notified that a student is showing symptoms or received a positive COVID-19 test results.
o State Board staff is discussing the ability for Running Start students to participate in courses moved from spring to summer quarter due to COVID.
o State Board staff is working with federal contacts to get clarity on use of CARES Act funds for ABE/ESL students (i.e., "ability to benefit").
o Work continues with the Governor's Office to clarify lab/practicum classes that may begin meeting on campus in Phase 1 of his reopening plans.
* Event Cancellations/Changes (Newly Added/Updated in RED)
* Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
* ATL Retreat, March 26-27, cancelled.
* Dean Community of Practice, March session cancelled.
* Bridge to College meetings have been converted to virtual convenings.
* Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
* Annual Students of Color conference April 23-25 Yakima cancelled
* All Student Services conference April 29-May 1 Tacoma, Student Services Commission has been re-scheduled to May 3-6, 2021.
* Team Teacher training at Centralia College, March13, 2020, Cancelled
* COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
* AACC has been cancelled.
* Council for Basic Skills April Meeting has been cancelled
* Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
* AEAC has been cancelled Spring qtr.
* Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
* Spring ATL (May 6-8) has been cancelled.
* Faculty of Color Mentorship Program spring retreat (May 15) has been cancelled.
* Spring Math Conference (April 30 - May 2) has been cancelled.
* College EBT Retailer Application Webinar scheduled for 4/8/2020 - postponed
* Workforce Education Council, April 30 - May 1 - cancelled.

* Workforce Connections Forum, scheduled for May 18-19th, has been rescheduled to August 25-26th.

* Spring CEDD Corrections Education Deans and Directors quarterly meeting is moved to a virtual meeting on Zoom It starts at 9:00 AM to 4:00 PM on May 19, 2020 and 9:00 AM - Noon on May 20, 2020.
* PIC has changed its meeting from May 14 and 15 at Lake Washington to May 14 via Zoom.
