Subject: COVID-19 Update for March 23

·       General Information:
o   President Trump declared that a major disaster exists in Washington State and order Federal assistance to supplement State, Tribal and local recovery efforts in areas affected by COVID-19 beginning January 20, 2020.  This makes Federal funding available for crisis counseling and emergency protective measures, including Federal assistance for all areas impacted by COVID-19.
o   Through discussions with Superintendent Reykdal, it is our understanding that K-12 is still planning to re-open schools on April 27.  However, they are also advising that school districts should have back-up plans should the closures be extended.
o   DES Request for donation of PPE.  The state Emergency Operations Center (EOC) requested DES to coordinate gathering Personal Protective Equipment (PPE) from state agencies and institutions.
§  Several colleges are reporting that they have received requests from local public health agencies or hospitals for excess PPE and have already responded by providing excess PPE.
§  Several colleges have been approached by local hospitals asking about the  ability to use their allied health  facilities to house non- or recovering COVID 19 patients.  AG’s guidance is being sought, especially as it potentially includes students and faculty providing support.
§  State Board will connect with Hospital Association to get their thinking on the need for our allied health programs to continue producing graduates, while working within Governor Inslee’s orders.
o   “Can local public health agencies “commandeer” college facilities in an emergency?”  State law provides executive heads of political subdivision (i.e., elected officials, city managers and others designated by ordinance with  emergency management authority, may utilize the facilities of existing departments, offices and agencies of the state.  That law requires officers and personnel of those departments, offices and agencies to cooperate. (See https://app.leg.wa.gov/RCW/default.aspx?cite=38.52.110).


·       Instruction/Student Services:
o   College Survey.  An executive summary of the survey results was distributed to colleges presidents and posted to the Google Drive main folder.  Different sections of the survey were completed by members of BAC, IC and WSSC.
§  These results are planned to be shared with the  Governor’s Office as examples of how CTCs are adhering to the Governor’s proclamations while continuing to serve students and communities.
o   Running Start.  The draft letter sent to presidents on Friday has been approved by OSPI and is now final.  It is posted on the  Google Drive and will be shared by OSPI with superintendents later today.

·      Employment
o   AFT Washington Memo.  A memo was sent by AFT-Washington leadership to the Chairs of the State Board, WACTC and ACT.  It requested that colleges be open to creative ways to maintain employment levels, especially for classified staff and part-time faculty.  Recognizing the potential budget impacts of the COVID-19 outbreak, they also asked that colleges not challenge Unemployment Insurance claims.

·      Event Cancellations/Changes (Newly Added/Updated in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission has been re-scheduled to May 3-6, 2021.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
     *   AEAC has been cancelled Spring qtr.
     *   Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
     *   Spring ATL (May 6-8) has been cancelled.
     *   Faculty of Color Mentorship Program spring retreat (May 15) has been cancelled.
     *   Spring Math Conference (April 30 – May 2)  has been cancelled.
     *   College EBT Retailer Application Webinar scheduled for 4/8/2020 - postponed
