I think this conflict was acknowledged during last Friday's call and it was shared that updated guidance would be coming out. I'm not sure if it has yet, however.

Subject: [External][Wsssc] Phases vs reopening plan

Hello all, I am making a confession here, and my confession is that I am frankly confused by the Governor's reopening plan scheduled to go into effect August 1. The core of my confusion is the interface between the Phased plan that we are all already familiar with, and this new higher ed specific plan. The core of the core of my confusion is the assertion that the "Baseline recommendations" apply across the institutions but then there are specific protocols that are tailored to particular campus facilities and services. My problem is this: the baseline recommendations include (under Campus Safety) this admonition: "Follow WA State phased reopening guidelines for gathering sizes". Most of our rural service area is currently under Phase 3 guidelines, but Spokane County, including the City of Spokane, is still under Phase 2, which only allows for "gatherings" of fewer than five people and requires less than 50% capacity for bars and restaurants. I'm not sure how I'm supposed to interpret all that when it comes to operations like my Testing Center, and I am under considerable pressure to reopen it for GED testing purposes, at least partially. So, how are you all interpreting the guidelines? Am I creating a problem where none really exists?
