·       Capital and Operating Budget

  *   State Board staff participated in a Department of Education explaining higher education funding in the CARE Act.  An AACC PowerPoint on the issue was sent to Presidents Monday evening.  State Board staff anticipate sharing preliminary information and data with college presidents later today and during the April 1 WACTC call.

·       Employment
o   Governor Inslee issued Proclamation 20-28 on March 25, 2020.  It suspends the requirement to look for work when collecting unemployment insurance benefits from March 8- April 24. o   Medical Flexible Spending Arrangement (FSA)/Dependent Care Assistance Program (DCAP) Update.  As a result of the COVID-19 pandemic, the Health Care Authority has extended the 2019 claim submission deadlines. Employees enrolled in a Medical FSA or DCAP in 2019 and have an unclaimed balance left, will receive direct communication from Navia about the extension.
§  2019 Medical FSA and DCAP.  The deadline to submit claims for the 2019 plan year has been extended to May 15, 2020.
§  Medical FSA - Employees must have incurred eligible expenses by March 15, 2020 (the grace period). Navia Benefit Solutions must receive employee claims no later than May 15, 2020.
§  DCAP - Employees must have incurred eligible expenses by December 31, 2019 (there is no grace period for DCAP). Navia Benefit Solutions must receive employee claims no later May 15, 2020.
·      Instruction/ Student Services

  *   The Washington Student Achievement Council, Independent Colleges of Washington, Association of Washington Principles and the State Board for Community and Technical Colleges issued a joint statement addressing dual credit. Through the statement, they jointly committed to the goal of adjusting policies and practices in flexible, student-focused ways that assure quality, student-focused dual credit programs to ensure students are successful in attaining their education and career goals.  The full statement is posted to the Google Drive in the "General guidance and resources" folder.


o   New resources for faculty and staff:
§  A new webpage<https://www.sbctc.edu/colleges-staff/commissions-councils/cbs/2020-cbs-sbctc-covid19-webex.aspx>  on the Council for Basic Skills (CBS) website includes guidance and resources. The google folders will remain active and State Board staff will continue to post to the CBS Canvas shell.  The new page is intended to be a centralized, easy to find resource that is accessible for faculty and staff that are not members of CBS.

§  Second, SBCTC has launched a COVID Remote learning Resources web page<https://www.sbctc.edu/colleges-staff/programs-services/student-success-center/remote-learning-resources.aspx>. New resources and emerging information will continue to evolve and made available on the site.  This page has a number of resources for faculty and staff.

·      Issues being worked:
o   Working with the AG's Office to develop a template or considerations list for use in with local public health or hospitals in discussion over the use of college facilities, resources.

·      Event Cancellations/Changes (Newly Added/Updated in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission has been re-scheduled to May 3-6, 2021.
