[Wsssc] Student Services Bill Watch for Week of February 18

Colleagues: here is this week's update of the Student Services Bill Watch document, attached. A few highlights below. Let me know if you have questions or concerns about any of the bills.

HB 1355: the bill that would mandate a 900:1 student to counselor ratio. It appears that a substitute bill creating a taskforce to study the issue will replace the current bill. Representation would include two VPs for Student Services.

HB 1735: the bill that would mandate student success courses for all new students as part of guided pathways funding for all colleges. Deputy Executive Director Carli Schiffner testified with our concerns last week, emphasizing that the State Board has no desire to regulate the curriculum at colleges, citing regional accreditation, college autonomy, need for faculty involvement.

HB 1998: a new bill, creating a taskforce on sexual violence, specifically to monitor adoption of Title IX regulations and respond proactively to them. I am testifying today in House College and Workforce Development Committee on this, to support the concept.  The universities (through the Council of Presidents) will do likewise. Not sure where this one will go.

SB 5166: this is the religious accommodation bill, of more concern to IC than WSSSC. Carli will draft a note for Jan to send to the bill sponsor relaying concerns and challenges of implementing the bill as drafted.
