Jan and Joe,
Would one of you like to forward this to the student services listserv? I can but wanted to give that option to you in case you wanted/needed to add a note to it.

Subject: Request from Friday's WACTC meeting

Presidents and Chancellors,

At Friday's WACTC meeting there was a request for some information you could share locally if you get questions about Ciber and/or the attached letter that is circulating around the system. Please see talking points and proposed messaging below.

If you have any questions, please give one of us a call,

Janelle and Laura

How will Ciber's bankruptcy affect ctcLink and our college?
Our college doesn't have a direct contract with Ciber. The contract is between Ciber and the State Board for Community and Technical Colleges for all 34 colleges, including ours.
The State Board for Community and Technical Colleges is working with the state Attorney General's office and tracking the situation closely . In the meantime, State Board and contracted employees in Olympia, and the pilot colleges - Spokane, Spokane Falls, and Tacoma - are continuing to work on remaining issues and move forward with this project.

How does Ciber's lawsuit against ctcLink affect our college?
Ciber filed the lawsuit against the State of Washington and the State Board for Community and Technical Colleges. The lawsuit is tied to Ciber's bankruptcy filing. These legal issues are being handled by our state Attorney General's office. The State Board has assured us it remains committed to making this project a success for the three pilot colleges -- Tacoma, Spokane and Spokane Falls - and for the rest of the colleges going forward.

What's the prognosis moving forward?
This project is vital because our 35-year-old software system isn't keeping pace with today's technology and is on its last legs. We remain committed to ctcLink and positive about all the benefits our students and colleges will receive when it is implemented.

If you receive questions or a student letter patterned after the attached PDF:
Dear xxx,
Thank you for contacting us about ctcLink, a statewide project to replace aging software at Washington's 34 community and technical colleges. The current software was written 30+ years ago, in code that is older than the internet itself.
The workarounds and local improvements at colleges like ours can only go so far. In the long term, students and colleges need technology that can keep up with the times. When this project is finished, it will provide powerful self-service and reporting tools that are compatible with other colleges and today's technology.
You are correct in pointing out that the initial rollout of this project was difficult for the three pilot colleges: Spokane, Spokane Falls and Tacoma. The State Board for Community and Technical Colleges has a single contract with Ciber for all 34 colleges. The Board is working with Ciber and the pilot colleges to fix remaining issues before bringing other colleges online. This will make the process smoother and faster for colleges like ours moving forward.
It's also true that Ciber declared bankruptcy and filed a lawsuit against the State of Washington and the State Board. Our college is not named in this lawsuit. The attorney general's office is handling the legal response to the lawsuit. While this bankruptcy and lawsuit unfolds nationally and in the court system, the project team in Olympia and the three pilot colleges continue to work together to create a better software system for us all.
I would like to clarify a few misconceptions, however. Students are not paying an additional technology fee for ctcLink. Rather, colleges are setting aside a portion of tuition revenues to pay for it. Additionally, the project has spent $86 million so far, not $100 million, and this includes the expensive, up-front costs like software licensing for all 34 colleges, as well as implementing the first three pilot colleges.
In the end, ctcLink will be a benefit for students and staff, bringing powerful self-service tools and reporting capabilities to the hands of users.
Again, thank you for contacting us and sharing your concerns.
Sincerely,
xxxx
