[Wactclc-primo] ProQuest and EZProxy

I've seen a couple of reports recently of issues with using proxied ProQuest links.

If you experience any ezproxy ProQuest issues, the first thing you should do is make sure you are using the most recent config.txt ezproxy stanza for ProQuest.

A fresh stanza was published on OCLC's ezproxy support site as of June 7, 2017.
