SAN Rulemaking Update: ED Seeks Public Feedback for New Negotiated Rulemaking

On April 3, 2025, the U.S. Department of Education announced the Intent to Receive Public Feedback for the Development of Proposed Regulations and Establish Negotiated Rulemaking Committee<https://www.federalregister.gov/documents/2025/04/04/2025-05825/intent-to-receive-public-feedback-for-the-development-of-proposed-regulations-and-establish>, published in the Federal Register on Friday, April 4, 2025.  You can download the unpublished version<https://public-inspection.federalregister.gov/2025-05825.pdf> that offers larger print.

The U.S. Department of Education seeks your input on the federal student financial assistance program regulations to establish a negotiated rulemaking.

Topic Areas:

  *   Public Service Loan Forgiveness - refining definitions of a qualifying employer to determine eligibility for the program.
  *   Pay As You Earn (PAYE),
  *   Income Contingent Repayment (ICR), or
  *   Potential topics that would streamline current federal student financial assistance program regulations while maintaining or improving program integrity and institutional quality.

Public Feedback Opportunities:

  *   Written comments by May 5, 2025.

     *   to be submitted through the Federal eRulemaking Portal at https://www.regulations.gov/

  *   Public Hearing In Person – April 29, 2025 (Eastern  time: 9 am to 1 pm and 12 pm to 4 pm)

     *   Location: U.S. Department of Education; 400 Maryland Ave. SW, Barnard Auditorium, Washington.

  *   Public Hearing Virtual – May 1, 2025 (Eastern time: 9 am to 12 pm and 1 pm to 4 PM)
