Hello, WACTC-SAN eList Subscribers!

We hope that your 2022-23 academic year is off to a good start. Below are updates on federal rulemaking and State Authorization Network resources.

As a reminder some links require login information which we have in the State Authorization Resources for WA CTCs Canvas shell. If you would like to be added to the shell, please email Kathy at kchatfield at clark.edu<mailto:kchatfield at clark.edu> (please don't reply all here) with your Canvas username or SIS ID.

Updates on Federal Rulemaking:

SAN Federal Rulemaking Resource Webpage<https://wcetsan.wiche.edu/resources/us-department-education-rulemaking-2021-2022> follows the U.S. Department of Education Rulemaking 2021-2022. The regulations released as Notice of Proposed Rulemaking in July: Pell Grants for Prison Education Programs; Determining the Amount of Federal Education Assistance Funds Received by Institutions of Higher Education (90/10); Change in Ownership and Change in Control were submitted to OMB for review in anticipation of Final Rule to be released by November 1, 2022. Watch this page for timely updates, access to resources, process explanation.

Notice of Proposed Rulemaking<https://wcet.wiche.edu/frontiers/2022/08/03/notice-of-proposed-rulemaking-to-review-proposed-regs-public-comment/> post from WCET Frontiers gives a good overview of the proposed changes.

State Authorization Network Website:
SAN has some new tools for getting started with compliance management. The Getting Started Webpage<https://wcetsan.wiche.edu/resources/getting-started> has resources to support compliance management in four formats. Access to Getting Started is found in the Drop Down under Resources at the top of each page of the SAN website as well as from the How it Works webpage. They will continue to add resources to the following four formats:

  * SAN Essentials: one- or two-page abstracts of basic compliance areas to provide general understanding.
  * SAN Tables: resource tables and charts to find links and direction for compliance research.
  * SAN Next Level: one- or two-page abstracts of beyond basic compliance issues to consider to manage compliance.
  * SAN Papers: short papers on various compliance issues providing greater nuance to the issue
