If we were do to this it would have to be as WACTCLC, not LLC. LLC is not set up to do and or support something like this. That was the whole point of creating WACTCLC.

Having said that, I would hate for a mass migration from ORBIS to hurt their buying power and would be dubious we would see significant savings by taking this on ourselves. Could be wrong though.

One of the things we also need to be aware of is that at some point we will outstrip what Carleigh and/or BBCC's current staffing can do and the consortium will have to add fees to cover the cost of however that work gets done. Not saying we are there, but something to keep in mind.

Thank you, Dawn #1, for this context and thoughtful message, and thanks to everyone for contributing to the conversation.

BTC is a small college, and I probably will not renew CINAHL through the Orbis Cascade Alliance. However, I would reconsider if I learned that doing so will negatively impact my institution or yours.

The LLC bylaws<https://drive.google.com/file/d/1eqllSV5ewJi0y6G-zxmUdro4fp2t4p5E/view> say that our purpose is: “to facilitate an ongoing dialogue between the library sector of the Washington State community and technical college system and the Instruction Commission; to implement initiatives endorsed by the Instruction Commission that pertain to library issues; and to communicate matters of significant library interest or concern to the Instruction Commission.”

I suppose it is up to us as current leaders to decide if a new resource cooperative initiative fits that stated purpose.

Hello all,

First I am agnostic in this discussion. We subscribe to Cinahl too, and pay all our ebsco resources through the Alliance. I just have some thoughts and past experiences lingering in the back of my mind giving me some cautious apprehension.

Thought one:

Not so very long ago, at a college that was part of the alliance, many schools were cutting resources, and when the alliance subscription got down to 3 (for an engineering resource) the alliance could no longer get a bulk discount for that resource. On our own, the price spiked and I cut it. The alliance provides the e-resource consortia because it is part of their central mission of shared resources.

Thought 2:

I was on the Alliance Council at the time that they were doing the first renegotiation with ExLibris. At that time the alliance was a mover among consortia. Exlibris in that negotiation was quite honest that we were not as big of a mover as we thought we were. The power of 37 was not enough to move the needle on negotiations. A library leader came in toward the end of my tenure on the alliance council, bringing up some of the questions brought up here. The big why? Is this really saving us money?

Analysis:

As I watch this conversation unfold I have wondered about the central purpose of the LLC. Is it sharing of resources? Is it supporting work plans for the IC? What is the long term purpose? and is starting our own shared resource cooperative something that is supportive of that purpose?

On this specific resource, sure, sounds like most of us subscribe in some form, and we do so through the Alliance. I am also sure George would work his magic to price match for us. But holistically, outside of this instance, let's really think about the purpose of what we are proposing and how it supports the member colleges of the LLC and SBCTC. What happens in a year or even three years when this conversation is forgotten and we all wonder again, why? Is this saving us money?

We currently subscribe to CINAHL through Orbis Cascade. The pricing is probably about the same. I do like the subscription manager and I would love it if all of our subscriptions were there because renewals and tracking are so simple.

Carleigh,

Intriguing idea! That collaboration makes a lot of sense to me. The Orbis Cascade agreements were developed before my time, so I don’t have the full context. BTC would be interested.

Maybe CINAHL subscriptions is something interested colleges could coordinate through WACTCLC?

I could reach out to George. Maybe it would only get you the 3% cost savings, but it could be an opening to "shared" content management?

I'm game to explore the options.

Hi Dawn. When our nursing BAS came online, we upgraded to CINAHL Ultimate with the nursing program picking up the difference between fulltext and ultimate. My collection development librarian says that we just signed the Product Order Form, which we sign each year.

My librarian's opinion is that EBSCO would offer us the same pricing as going through Orbis Cascade Alliance--EBSCO is matching the ORBIS price even if you're not a member. We also pay an extra 3% to the Alliance. She speculated that EBSCO might charge us the base price if we switched over, or they might charge us the base + 3% so we're paying the same as if we were going through the Alliance.

She thinks that it's actually more painful for us to use Orbis Cascade Alliance because you have to keep going into the dbase manager rather than have a renewal emailed directly to us. I speculate that EBSCO benefits by having us use the Alliance, because they present one big bill and get one big payment. I don't know if it goes so far as "prefers" us to use the Alliance. But it's not the benefit to us that it once was.

Hi Dawn,

I did purchase CINAHL through Orbis but switched to back to purchasing directly through EBSCO. I think the cost was about the same but, for the context of my institution, the administration process and fee made working through Orbis not a plus for me.

All my best,

Jacquelyn
