[LIBRARYDIR] Circulation supervisor?

In the old scheme, Central had 1 LAPP6 with responsibility over both circulation and acquisitions; the higher level was justified by the scope of responsibility plus coordination of circ at the main library and 3 satellite library locations. When we had some staff changes, we split the circ and acq into two LAPP4s (in the old classification), which are now LAPP3s.
