[LIBRARYDIR] ARPA funds

We used our funds to purchase ebooks. We chose ebooks to build online access to non-fiction books, but also because we didn't want access that would expire in a year. If we could have purchased online access to textbooks we would've wanted that, but it didn't seem to work with the titles we were interested in.
