my practice at North is to advertise in local paper ahead of sale.

Leslie,
I'd be happy to work with you on pushing forward the change at state/legislative level. Can you take lead? I'm in the middle of a library move.

I talked to Mindy as I know we have advertised. She said one AG said we could just sell them as long as the revenue went back into library accounts. Then another library asked their AAG who said we need to advertise in paper to reach local K-12 school districts. We do a general announcement in paper to let schools know we are having a sale and they can schedule appointment if they would like to see our (out of date/old) books. Nobody ever responds. There was action in the LLC to bring this matter to the state board and try to get a more reasonable ruling. I guess somebody who recently retired was starting to work on this issue.

Subject: [LIBRARYDIR] Selling books

Hi all,

I know we have discussed this before, but I am having a heckuva time finding the state statutes that govern selling state resources. I’ve got 28A.335.180<https://nam04.safelinks.protection.outlook.com/?url=https%3A%2F%2Fapp.leg.wa.gov%2FRCW%2Fdefault.aspx%3Fcite%3D28A.335.180&data=04%7C01%7C%7C1a8f380acf4b4618918508d953104826%7C02d8ff38d7114e31a9156cb5cff788df%7C0%7C0%7C637632151675858519%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=PEbmd8ahcyK4bzs%2FVQnQ4k6Z3xsBDRLr06hRosIokuk%3D&reserved=0> that says we need to notify school districts via widely circulated newspaper before we declare that our book are surplus; and 43.19.1919<https://nam04.safelinks.protection.outlook.com/?url=https%3A%2F%2Fapps.leg.wa.gov%2Frcw%2Fdefault.aspx%3Fcite%3D43.19.1919&data=04%7C01%7C%7C1a8f380acf4b4618918508d953104826%7C02d8ff38d7114e31a9156cb5cff788df%7C0%7C0%7C637632151675868517%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=Jxj5QR9hW2nZfKMT7TSbY8TPG7uycCSLnFhq2kpORGs%3D&reserved=0> which seems to say that we can sell stuff and put the money back into whatever fund paid for it (although there is a note about the 28A rule). Dickens nailed it when he wrote about the Circumlocution Office<https://nam04.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.panarchy.org%2Fdickens%2Fcircumlocution.html&data=04%7C01%7C%7C1a8f380acf4b4618918508d953104826%7C02d8ff38d7114e31a9156cb5cff788df%7C0%7C0%7C637632151675868517%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=G8hxYNO%2BCLkxIAxzb%2FCDwQpWbNnJzZBKThXcUiyscDs%3D&reserved=0>.

We are doing a major weed, and I would love to have a book sale. Or, I would like to donate the books to our foundation, and then have a book sale. I am going to run it by our VPI and legal department, but if anyone has more to add, I’d be grateful.

Cheers,

Amy
