[LIBRARYDIR] Sales tax exemption on digital products and services

As a reminder, libraries are eligible to claim an exemption to sales/use tax on digital products and services where no physical media are provided, and where the product is "Purchased to be made available free of charge to the general public."

This specifically applies to the Gale and NewsBank packages currently available through the Washington State Library's Statewide Database Licensing project.

If your invoice from either of these vendors includes sales tax, you can claim the exemption by filing a Digital Products and Remote Access  <https://dor.wa.gov/sites/default/files/legacy/Docs/forms/ExcsTx/ExmptFrm/27-0050.pdf>
Software Exemption Certificate<https://dor.wa.gov/sites/default/files/legacy/Docs/forms/ExcsTx/ExmptFrm/27-0050.pdf> with the vendor. The certificate is available from the Dept. of Revenue's web site at this URL: https://dor.wa.gov/sites/default/files/legacy/Docs/forms/ExcsTx/ExmptFrm/27-0050.pdf.
