[LIBRARYDIR] Newsbank Contract

SPSCC is not planning on subscribing to Newsbank. However, we didn't take part in the pilot in the first place, so I don't have any input on use.

I am wondering how many of you are going for the subsidized rate on Newsbank despite current/impending budget changes.

We have seen extensive use but the line of use and value is blurry to me.
