[LIBRARYDIR] NWCCU meeting Friday - google doc with collected information

With all the work others have done, it was relatively easy to put this together. To give credit: we lifted part of the standard on academic freedom from ACRL’s letter (second sentence seemed to do the trick by itself).

Seattle Central’s ALO sent this off to the Commission yesterday. I’ve had positive feedback from our librarians.

Candace, thank you for corralling all this great info.

Late yesterday Lynn Kanne and I drafted some language building on the excellent ideas in the Google doc. I've added it to the end of that google doc. Here it is also:

Feedback on NWCCU Draft Standards

3.21.2019

Dear _______

We are writing to provide feedback on the current draft of NWCCU’s Accreditation Standards<https://nam04.safelinks.protection.outlook.com/?url=http%3A%2F%2Fwww.nwccu.org%2Faccreditation%2Fstandards-review%2F&data=02%7C01%7C%7C91744419ad3c447f03ba08d6aeef8a4a%7C02d8ff38d7114e31a9156cb5cff788df%7C0%7C0%7C636888741187932418&sdata=CL0NHb4Ma72Bi68kyxhoU%2Frp75A9%2B6mymVc8WfZKDrU%3D&reserved=0>. The standards as drafted address only the materials/resources required to support instruction. These resources alone cannot assure institutional quality. Libraries and librarians are an essential component of the educational process because of their contributions to information literacy.

To ensure that institutions maintain effective libraries that integrate with and support instruction, we suggest the following adjustments to the language:

2.G.1

Consistent with its mission, the institution holds or provides access to, and integrates into the learning process, library and information resources with an appropriate level of currency, depth, and breadth to support the institution's mission, programs, and services.

2.G.2 (modeled on 2.F.6)

The institution designs, maintains, and evaluates a systematic program of information literacy instruction and services to support learning outcomes across all programs. Personnel responsible for library information resources and instructional programs and services are knowledgeable of the institution’s curriculum and program needs and are adequately prepared to fulfill their responsibilities.

2.B.5 The institution adopts and adheres to policies and procedures that affirm academic freedom of faculty, staff, administrators, and students to share their scholarship and reasoned conclusions with others and protects its constituencies from inappropriate internal and external influences.

Thank you for considering our suggestions.

Hi everyone, I thought I'd sum up the suggestions on our google doc below so that we are sharing with each other. Even though I know that we are primarily reporting to our respective ALOs with suggestion, I still believe that sharing our ideas and collaborating on this big issue has been and will be important.

Here's what has been contributed so far. If you want the full details, please refer to the google doc<https://nam04.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdocs.google.com%2Fdocument%2Fd%2F1ofXCrMBs6QqLeTG6PX79wenfEYU-4V47BQsStp4EBfE%2Fedit%3Fusp%3Dsharing&data=02%7C01%7C%7C91744419ad3c447f03ba08d6aeef8a4a%7C02d8ff38d7114e31a9156cb5cff788df%7C0%7C0%7C636888741187952446&sdata=LczYlaaEjfUMfgb5mgFKi3iEK10iXNBwDEfSqOapIY4%3D&reserved=0>.

Here is Wendy Holliday's suggestion (Wendy is from Utah): She wrote that she combined the some suggested language in the google doc with language borrowed from draft 2.F.6 on advisors:

2.G.1 Consistent with its mission, the institution holds or provides access to, and integrates into the learning process, library and information resources with an appropriate level of currency, depth, and breadth to support the institution's mission, programs, and services. The institution designs, maintains, and evaluates a systematic program of instruction and services to support learning outcomes across all programs. Personnel responsible for library information resources and instructional programs and services are knowledgeable of the institution’s curriculum and program needs and are adequately prepared to fulfill their responsibilities.

Here's is my recommended standard. It takes Wendy's suggestion but condenses it:
2.G.1 Consistent with its mission, the institution designs, maintains, and evaluates a systematic program of instruction, library and information resources, and services to support learning outcomes across all programs. Personnel responsible for library information resources and instructional programs and services are knowledgeable of the institution’s curriculum and program needs and are appropriately qualified to fulfill their responsibilities.

Here is the recommendation from the Alliance (please note that they have not publicized this but are comfortable with me sharing it with this group with the caveat that it still needs to pass Alliance Council vote).
2.G.1 The institution holds or provides access to adequate library and information resources appropriate to its curriculum and mission, and employs sufficient qualified staff to provide the services and support necessary to fulfill the institution’s mission and ensure academic program quality and integrity.

All of the above suggestions attempted to encapsulate priorities within one standard.

That's all I have! The google doc is still there is you want to contribute. On my part, I plan on rolling with one of the suggestions above. Thanks for all your feedback in this!

Candice

All,

I wanted to share with you the recommendation from the Vice Provost/ALO at MT State University – Bozeman. Please see her email below, in which she advises that we reach out to the NWCCU commissioners from our respective states.

Hi all,

I am happy to deliver whatever response Dr. Arlitsch would like to forward to NWCCU and all of you should communicate with NWCCU directly with feedback. I will stay informed and will begin communicating your concerns next week to Mac Powell, Senior Fellow at NWCCU and one of the architects of the new standards, when I see him in Boise.

A much better strategy is to reach out to the commissioners from your state. Remember, that we, the institutions, are NWCCU and each state has representation on the Commission. You can find the list of commissioners at http://www.nwccu.org/about-nwccu/commissioners/<https://nam04.safelinks.protection.outlook.com/?url=http%3A%2F%2Fwww.nwccu.org%2Fabout-nwccu%2Fcommissioners%2F&data=02%7C01%7C%7C91744419ad3c447f03ba08d6aeef8a4a%7C02d8ff38d7114e31a9156cb5cff788df%7C0%7C0%7C636888741187962443&sdata=IIKhbyQIqujdKXe93OOIODzhAC6jU8LE5uM0rB7LMTA%3D&reserved=0>

The Commission will meet this summer (June I believe) and I suspect that is when commissioners will have the opportunity to raise concerns and make suggestions about the proposed revisions to the standards. If you can get the commissioners on board to alter the proposed standards in ways that you believe will protect the integrity of the Library and its place in higher ed institutions that would likely be effective.

Best,

Tami

Tamela Eitle, PhD

teitle at montana.edu<mailto:teitle at montana.edu>

So, in addition to our consortium and individual institutional ALO’s sending letters to the NWCCU, we will determine the best way to approach our commissioners (MT has 3, one of which is the MSU President, Waded Cruzado) to register our concerns.

Best,

Hello Candice! Thank you so much for the email and help coordinating these efforts! I used your link to add the comments I received from my VPI, Betsy Julian, here at COCC, which some of you might have already seen in other, related email communications. I feel that Betsy’s response may help provide a clearer perspective on the thinking behind the proposed accreditation standards and how we may need to respond to them. Last week, the Alliance Council also had a lengthy discussion about their response as a group to the proposed NWCCU draft and will soon have a revised statement to reflect our agreement. Basically, we came to the conclusion that Information Literacy may be addressed in Standard 1 as part of each of our individual institution’s definition of outcomes (standard 1 takes accreditation expectations to a different level, allowing each college and university to set their own goals), whereas standard 2 is more of a list of basic requirements to meet federal standards outside the 7th year evaluation process. The Alliance Council’s statement is expected to reflect that, with a request for an addition to 2.G.1 (“Library and Information Resources”) for the need of qualified library staff rather than information literacy per se. Michelle and Natalie who are in the Alliance Board may have their own comments on this and perhaps share the revised response once it is ready.

Thank you, again!

Hi everyone, at our meeting today we discussed the need to

develop a list of holistic library elements that we can use to work with our respective ALOs. We also decided to include suggestions for specific language for the standards.

As we make suggestions, keep in mind the big picture in that we should minimize the description of “what we do” or “what we need” and instead focus on:

• impact

• the “whole” role of the library, and

• how those holistic elements (integration with faculty, assuring students can discern quality information and successfully complete assignments...) assure institutional quality and play a critical role in contributing to learning.

Overall, focus on how the library elevates student learning, graduation, and retention.

Here's the google doc to work on collaboratively. I got us started with some ideas; please add your own. This is a tight deadline, so please make suggestions asap, next Friday at the latest (Mar 22).

Hello everyone. I am happy to see this discussion. I was also disappointed in the wording of several of the new standards, and the library was one of them. I share your concerns that they focused on a collection and not the impact. If you do write a response for your ALO, it would be good to let them know it it coming so that they don't submit your institutional response without your input.

I would suggest thinking about the role of the commission -- their job is to assure standards are met and through those they attempt to define quality. So in your response, if you go to 1)the whole role of the library, not just the collections; 2)the lack of impact of the verb they chose, and 3) how those other holistic library elements (integration with faculty, assuring students can discern quality information and successfully complete assignments...) assure institutional quality play a critical role in contributing to learning as opposed to what librarians need or want or see the library you will reach a wider audience. They are moving to an accreditation system that elevates student learning, graduation, and retention. Focus on the library contributions to that aspect of the college mission.

I would also give them language to work with. What is your suggested language for them to change to?

I am the ALO for Pierce and plan to respond with these themes. I know you will make your own good decisions.

my two cents. -deb

Subject: [LIBRARYDIR] NWCCU meeting Friday - google doc with collected information

Hi everyone, I started a google doc collecting feedback so far about the new NWCCU standards. I don't have the newest letter from the Alliance, so if someone has that, please add it to the doc - I have a placeholder, just no link.

https://docs.google.com/document/d/1ofXCrMBs6QqLeTG6PX79wenfEYU-4V47BQsStp4EBfE/edit?usp=sharing<https://nam04.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdocs.google.com%2Fdocument%2Fd%2F1ofXCrMBs6QqLeTG6PX79wenfEYU-4V47BQsStp4EBfE%2Fedit%3Fusp%3Dsharing&data=02%7C01%7C%7C91744419ad3c447f03ba08d6aeef8a4a%7C02d8ff38d7114e31a9156cb5cff788df%7C0%7C0%7C636888741188012489&sdata=FRlmtsfJdtl2gqRJtSZ6HTnfyOQxnuX7ie25Io3Wrb4%3D&reserved=0>

If you have any other information you feel would be helpful for the meeting, please add that to the doc, as well. I'm sure there are some gaps.

As a reminder, our meeting is on this Friday, the 15th, at Noon. Here is the link, again:

Thanks!
