RTC has one of these budgets that is generated from printing costs and overdue fines/fees. We generally use it to buy something big that just isn't allocated in our budget. A color printer one year, I believe we will be buying some new laptops from it as well. We try to make our purchases very student centered from that budget since it was their money in the first place. This budget just keeps rolling over and we can use it for just about anything.

We do not charge fines but do generate revenue through rental of netbooks and calculators.
We typically use it to augment the database budget or this year, streaming media costs.  Other than that, we depend on those to replace office chairs, buy new scanners, or generally pay for something that we didn't budget for but would like to address before the year ends.

At Whatcom CC we currently use our fines and fees to pay for items above and beyond our normal lines item, eg., we tap fines/fees to cover national conferences  (national ALA and ACRL) and some local travel once we've depleted those line items, other prof dev, to fund expensive furniture/white boards, and occasionally collection items.
