[LIBRARYDIR] Sole Provider paperwork for database vendor

In my mind, it is a subscription purchase, not a contract for services.  I suppose it could be debated.

I happened to have an opportunity to talk with our former Admin Services VP today about this.  She said it wasn’t a big deal to justify a sole source through OFM.  Fortunately, I haven’t been asked about it on my campus.  She wanted to know if it was a contract or a purchase.  If it is a contract, then sole source might be required.  If it is a purchase, then probably not.
