The following guidance is from the Revised Code of Washington:

Competition - RCW 39.26.120 (Competitive Solicitation) - Insofar as practicable, purchases of or contracts for goods and services must be based on a competitive solicitation process. This process may include electronic or web-based solicitations, bids, and signatures. This requirement also applies to procurement of goods and services executed by agencies as well as contract amendments that substantially change the scope or amount of the contract. There are exceptions to the competitive solicitation requirements for sole-source, direct buy and emergency purchases, among others. Definitions.
The definitions in this section apply throughout this chapter unless the context clearly requires otherwise.
(1) "Agency" means any state office or activity of the executive and judicial branches of state government, including state agencies, departments, offices, divisions, boards, commissions, institutions of higher education as defined in RCW 28B.10.016<http://app.leg.wa.gov/RCW/default.aspx?cite=28B.10.016>, and correctional and other types of institutions.

Definitions.
For the purposes of this title:
(1) "State universities" means the University of Washington and Washington State University.
(2) "Regional universities" means Western Washington University at Bellingham, Central Washington University at Ellensburg, and Eastern Washington University at Cheney.
(3) "State college" means The Evergreen State College in Thurston county.
(4) "Institutions of higher education" or "postsecondary institutions" means the state universities, the regional universities, The Evergreen State College, the community colleges, and the technical colleges.
(5) "Governing board" means the board of regents or the board of trustees of the institutions of higher education.

Hello all,

Has anyone had their Finance Office request that they fill out the paperwork declaring a database vendor as the Sole Provider?  Our Finance Office has been making noises about this for the past 6 months and I'm curious about how prevalent this is and/or if someone has advice for navigating the process.
