Tim,

iTalc is an open source classroom control platform that is pretty slick (https://veyon.io/ )

It does offer an access control feature set (http://docs.veyon.io/en/latest/admin/access-control-rules.html ) as well as integration with Active Directory.

And might be your best bet, at least if you are trying to do it on a budget.

We are short on classroom space next quarter and are looking at teaching some classes in one of our computer labs.  The instructor is concerned about having students using the computers rather than engaging in the class.  I know there is software out there that allows the instructor to lock down and release terminals just hoping for some advice on what is being used at our various institutions.
