[LIBRARYDIR] Purchase of Ebooks as a PD item?

We've purchased print books using PD funds.  I'm not sure I understand the distinction.  We consider them state property.

I'm wondering if your campus has a procedure or policy in place on your campus regarding the purchasing of digital items (like ebooks) by faculty using PD funds.  
My questions relate to tracking of these items as state property.
