[LIBRARYDIR] Overdue fees?

Need your help!

I'd like to institute a ($5?) fee per item for overdue library materials and equipment that have reached the Fines and Fees level (4 weeks overdue) but are returned before they hit the two month mark and are sent to collection.
Currently at the Fines and Fees level they get notice listing a processing fee of $10 and an item replacement fee, but once the item is returned we waive those.  As part of the process we spend time making sure the item is not on the shelf, blocking and unblocking their grades registration, etc., sending out notices, making "final warning" phone calls etc.

We would not waive this fee on return of the items so this would put some teeth into encouraging students to be responsible and return or renew overdue items on time.  They currently get three weekly notices before they get to the Fines and Fees stage so they've had plenty of warning.

Does your library charge an overdue fee even if the items are returned?
