[LIBRARYDIR] Teach Act Compliant?

A few years ago, we decided not to pursue TEACH based on advice from Dean Stephanie Delaney (PhD, JD), then in charge of Seattle Central's eLearning program. She advised that the technical and other requirements were not worth the potential benefits considering the resources we have available to work on compliance. She recommended relying on existing options (e.g., fair use, OER, copyright permissions, public domain etc.) for delivering content.
