Chris, we do the same--we weed items of "no value" and recycle them.  We do have this discussion periodically.  If you don't get a log of responses right now because many of us are on vacation, you can look in the listserv archives.  I'm thinking that we did a fairly thorough discuss of this within the last two years.

At Renton any "de-selected library resources" are declared to have "no value" and discarded.  Actually stamped Discarded and put in the campus recycling bins. (Our local recycling company lets us leave the covers on.)
With them having no value we do not send then through the complicated state surplus process.

Good morning.  I am meeting with my college's director of admin services next week to discuss both how we might set a standard for forgiving non-contemporary patron fines.

He is also asking about what we do, individually or collectively, about meeting state requirements to surplus de-selected library resources.  The earlier option of doing nothing and thereby propping up ancient superfluous books has expired in our library, as we've spent all spring and summer relocating two learning centers into the building.  If there's nothing uniform out there, OK.  I have no problem going first, though you can imagine that the admin services office is quite a lot more risk-adverse.

Any wisdom you can share on either or both topics would be much appreciated.
