If we continue CASAS testing GED students, will they still get the MSG for completing a subtest of the GED? (Similar to how they do if they complete the entire GED) Or is the subtest GED MSG only if they are using alternative placement?

Here’s what the LACES technical support team said:
If a student begins the FY being tracked as Alternative Placement and then they are updated to have the special Program HS+, a Grad Pan, and Credits, the student will then update so they are being tracked based on HS+.
If a student begins as HS+ and then should be tracked as Alternative Placement, an End Date will need to be added to the HS+ row in the Education tab > Special Program Tracking panel.

Basically, these changes mean you can choose to use Alternative Placement for students in GED® and bridge classes. If you choose to use Alternative Placement, you will not be required to CASAS test those students. They will be data matched for the new MSG types.
As a reminder, this is the process we are using for I-BEST students. Make sure to set the Alternative Placement for all your I-BEST students now. They will not be federally reportable without a placement level.
Here is the description from the Assessment Policy:
Alternative Placement for Areas Not Required to Test
Participants who are enrolled in programs designed to yield the MSG types listed below are exempt from NRS pre- and post-testing:
• Type 1.c. Enrolled in postsecondary education and training.
• Type 1.d. Completing a subtest of the GED®
• Type 2. Documented attainment of a secondary school diploma or its recognized equivalent.
• Type 3. Secondary or postsecondary transcript or report card for sufficient credit hours that shows a participant is meeting the state unit’s academic standards.
• Type 4. Satisfactory or better progress report, toward established milestones, from an employer or training provider who is providing training.
• Type 5. Successfully passing an exam that is required for a particular occupation or progress in attaining technical or occupational skills, as evidenced by trade-related benchmarks.

Alternative Placement Option section
Alternative Assessments may be used to assign a student Entry Level for NRS reporting starting with the 2023-24 reporting year. This allows a student to be initially placed on Tables 1, 3, 4, 4A, 4B, and 4C without an approved NRS assessment. The Alternative assessments are only used to populate entry level, and only one alternative assessment may be entered.
To enter an alternative placement, open the student record and go to the Assessments tab. Click on the Choose Assessments button. Select either Alternative ESL placement or Alternative ABE placement. In the Assessment card, whatever is entered for the Scaled Score will generate the corresponding Assessed Level. So, if you add an Alternative ABE Placement and enter Scaled Score 6, this will generate the Assessed Level ABE L6.

Great news! The NRS has recently amended their rules for Measurable Skill Gains (MSG). Here’s what changed:
* MSG Type 1c (Edited rule) – Entry into Postsecondary. The NRS removed the requirement for participants to Exit a program. That means as soon as your students enroll in postsecondary, they will have an MSG. For example, I-BEST students will immediately have an MSG. Also, HS+ students that take college classes will immediately earn an MSG. Same goes for any other program area.
* This will be data matched quarterly. No action is required.
* MSG Type 1d (NEW) – Passing any subject area of High School Equivalency Certification Test. The NRS now allows students to earn an MSG for passing a subject area of the GED®.
* This will be data matched quarterly. No action is required.
