Below is the response I got from the Chair of Bellevue College Math Dept concerning Bill Moore's question. Bill, I have also written to the Chair of English Dept. She responded that she is going to consult with her colleagues regarding this change and will get back to me; hopefully before Friday.

The Math Dept has already weighed in on this via a fairly regular meeting with have with others on the campus that are concerned with issues of placement into math classes.  At that meeting, we noted that the timing of the earlier SBAC testing could result in placements that are really no different than placements we have already established via HS transcript grids, so we didn't think it would negatively impact placements.  We did note it could increase the workload on the Testing Services office, and the state/college would need to address this somehow.

Also, I heard from Joyce this morning that administrators at the ATC discussed this and there is some concern that taking the SBAC earlier could lead to a "gap year" in math, which could negatively impact students'  math success in college.  I believe the ATC will be suggesting some revisions to Bill Moore that addresses this potential problem.

So, from the BC Math perspective, I think our feedback is "covered" already via other channels.  Thanks for checking in!

Just a quick follow-up note to say I asked Gerry for a few minutes on this week's agenda to talk about this item and answer any questions that might be coming up from your colleagues, so we'll be taking a look at it on Thursday. We've extended the time frame for feedback to February 28, so I'd appreciate it if you could share the earlier message (and attachments) again, especially with math and English faculty, and let folks know about the new deadline. The 2017 Legislature passed a law making significant changes to the K-12 assessment requirement, including shifting the timing of the high school assessment from the 11th grade to the 10th (that was already the case in practice for English but NOT for math). This shift means we need to revisit our placement agreements, so a work group met in December to recommend changes in the language in order to maintain the agreement.
We're seeking feedback on the recommendations before we take them to our system leadership for final approval; here's a link to the document with the proposed changes:
