[Etag] Charter draft for Wednesday

Hi gang,

The agenda for Wednesday’s ETAG meeting should be forthcoming from Maggie, but I wanted to call your attention to a new section in the draft charter. Michael and I met with Grant Rodeheaver and Eva Smith, the co-chairs of STAC. The new section more explicitly lays out scope of authority for ETAG.
