[DEOC] Draft Letter

I know that many of you are busy with various things today and most of you can't make the meeting. We will press forward with those who can hop on for a few. I'm attaching a draft letter to our Presidents ahead of today's meeting. Please review it as I intend to send it out after our meeting.
