Hello DEOC community,

Thank you for welcoming me into your space today on Ha Nguyen’s behalf. I appreciate the care we took in sharing our feelings and thoughts related to the violence in Buffalo. It was important to allow time for that and so I’m happy to share State Board updates with you by email here.

SBCTC updates:

  1. Ha is attending the Association of College Trustees (ACT) spring conference which is why she couldn’t join you today.
  2. SB 5194 Diversity, Equity, and Inclusion Strategic Plan info session
     * On Monday, May 16 the SBCTC Equity, Diversity, and Inclusion team hosted an info session open to all in the college system.
     * We provided an overview of the SB 5194, Section 3 requirement for colleges to create and submit DEI strategic plans.
     * SBCTC colleagues shared information on the intersection of tribal community relationships and Guided Pathways and how this work tethers to equity efforts in our system.
     * Representatives from Whatcom (thank you, Terri!), Walla Walla (thank you, Margarita!), and Everett (thank you, Phyllis!) contributed to college highlights in which they shared their approaches and processes for creating DEI strategic plans at their institutions.
     * The EDI department at the State Board has created a template for colleges to use if they plan to submit a progress report in lieu of a final DEI strategic plan. Either a progress report or plan is due beginning July 30 of this year: https://docs.google.com/document/d/1k9VKs-HaQspowVsF50Bovoqvjucp3z-DU6ecESboOts/edit
  3. State Board Executive Director search
     * There are three final candidates and the agency hosted open forums for all staff and held interviews with directors. The three finalists are:
                                               i. Andrea Henderson, Executive Director, Arkansas Community Colleges
ii. Kim Bobby, Principal, AGB Search and Justice, Diversity, Equity and Inclusion Senior Advisor for the Association of Governing Boards for Colleges and Universities, Washington, D.C.
iii. Paul Francis, Executive Director, Washington State Council of Presidents

  1. SBCTC is hiring a new position—Director of Leadership Development. Please share broadly: https://www.sbctc.edu/about/jobs/
  2. There was a new VP orientation with Student Services and Instruction—some of you participated in this event.
  3. There will be a joint DEOC, IC, and WSSC meeting on August 3 and 4; location TBD (possibly face-to-face).
  4. Reminder: DEOC dues and web page
     * Christina Pleasants, my colleague is supporting DEOC on the topic of dues and with your web page.
     * She has questions about when to collect dues, where to hold them, whether anyone is holding money now or from the past, and whether there is a finalized list of DEOC members.
     * She’d like to connect with you all to review and finalize the webpage, as well as stimulate conversation on DEOC dues and how to proceed.
  5. Some college presidents have asked about the governor’s Executive Order 22-04 – Implementing the Washington State Pro-Equity Anti-Racism (PEAR) Plan and Playbook (https://www.governor.wa.gov/sites/default/files/exe_order/22-04%20-%20Implementing%20PEAR%20%28tmp%29.pdf).
     * The executive order doesn’t apply to higher education, so we’re not required to follow the PEAR Playbook; however, the State Board and colleges are in strong alignment with PEAR because of SB 5227 and SB 5194. SBCTC is committed to equity work for those we serve and to stay in step with other state agencies’ and to keep pace with the meaningful equity work happening at the colleges in our system.
     * Jan Yoshiwara has communicated this to the college presidents.

I hope I captured these updates from Ha well! Please let me know if you have questions or would like clarification on anything mentioned above.

Take care,
Melissa
