Can we (begin to) discuss tomorrow or at a future CATO meeting the following:

How will we meet out obligation to make all course content accessible by April 2026?

  *   We currently make course content accessible in a reactive manner, responding only to accommodation requests.
  *   The reactive remediation work we do gets billed to our offices that serve students with disabilities.  How will we pay for making all course content accessible and when do we start charging this new magical budget?
  *   After April 2026 what will disability offices do that is distinct from the other campus departments making content and classroom environments accessible? [Before ADA title II we did A, now we do B.]

Background for me (Doug):  all of our instructional designers who had worked on making the reactive remediations are gone and I've been "asked" to help out, mostly with getting videos professionally captioned this quarter and likely this summer, which has included getting Canvas and Panopto Admin access.  With this new access that had been outside of my scope of work in IT Accessibility, I'm seeing lots of documents that are needing remediation, YouTube videos used that rely upon auto-generated captions, images with no ALT text and other structural issues.  Just trying to get the video captions sorted out has taken quite a lot of time.

We'd have to start now with instructors playing an active part to do the work on their own content.  There is no way I could go course by course and fix things in time if it was my only job.  And even if I did, would much of it be instructional content they are not actively using?   Would they be adding more at the last minute?

Will instructors say,


  *   "It isn't in my contract so I'm not going to do that."
  *   "I'm mid-quarter and cannot do that now."
  *   "I'm off-contract during summer quarter and won't be working."
  *   "I'll be too busy in the Fall to do that work."

If we start as soon as possible and get everything done early (unlikely), then we can breathe a sigh of relief.  If we don't get it all done by April 2026 but show a good faith effort towards that goal, we'd at least look better in the eyes of the legal world and will learn more about what it is going to take to succeed.
