I’m sorry to report that WACTC did not take up the matter of funding testing at the system level . . .  because I did not put the proposal forward. For a combination of reasons, I got underwater and was unable to put the proposal together in time for the meeting. I intend to bring it forward for the first meeting in the Fall. Sorry to let you all down :(
