[Cato] BAC feedback

Just went over Tech Access with BAC. They are fully on board with a "system" approach. Questions about what a center would cost . . . which I could not answer.


Preferred approach: "Define a standard, rally around, show good faith to the legislature (i.e. get started) and ask them for funding.


So, lots of work between now and May . .
