[BLC] SB 5227 DEI /Antiracism Bill, Action Plan to Dismantle Racism & HR Guided Pathways DREAM

Dear Highline College Family,

Thank you to all of the students, staff, faculty and administrators who have participated in any of our DEI in WA CTCs state-wide research, service & leadership.

I'm reaching out to let you know that Sen. Emily Randall reached out to see if there are any faculty members that could provide their expertise on this legislation? The first hearing is today January 26 at 1:30pm and there will be other hearings next week. Faculty, staff and students can also submit their written testimony at any time.

Our state wide research team provides subject matter expertise & innovations to increase student & employee of color success & equal opportunities in hiring with high quality programs that are responsive to Washington’s growing racial diversity.
The annual 2020 findings align directly with the research, data & recommendations of SB 5227 which will be introduced today.


SB 5227<https://app.leg.wa.gov/billsummary?BillNumber=5227&Initiative=false&Year=2021> includes the following:

  *   Establishes a program on diversity, equity, inclusion (DEI), and antiracism for all staff, faculty, and students at public institutions of higher education (IHEs).
  *   Additionally, the bill requires an annual campus climate assessment of DEI on each campus.
  *   Results of the campus climate assessments and evaluations of the professional development program for faculty and staff, as well as students (beginning in 2024) from each campus shall be sent to the Washington Student Achievement Council (WSAC) for further analysis.
  *   WSAC will be required to report to the legislature on the information received on the program and campus climate assessment results every other year.

Our policy, research and planning efforts with state legislatures have turned into tangible action and state-wide collaboration serving over 2,100 students, staff & faculty across the system. WA STATE RESEARCH ACTION PLAN TO DISMANTLE SYSTEMATIC INJUSTICES & RACISM

WHEREAS, recent  state wide movements & efforts of Black Indigenous People of Color lead faculty, staff, trustees & administrators serve the state’s mission of serving a diverse student body;
WHEREAS, the State Board for Community and Technical College Board has committed to leading with racial equity and advancing racial, social and economic justice in service to our diverse communities;
WHEREAS the June 5th, 2020 Washington Assoc. of CTCs Board of Presidents Resolution Anti-Asian Discrimination Caused by COVID-19 Pandemic in support of Asian American and Pacific Islander Students, Faculty, Staff, and Communities
WHEREAS, the WA CTC Presidents are concerned for our students and colleagues who are at risk of being targeted in this environment in our communities and in their daily lives;
WHEREAS, the WA CTC  affirms its commitment to the safety and well-being of Asian Americans and Pacific Islanders and in combating acts of aggression and hate crimes targeting these communities;
WHEREAS, the WA CTCs build upon the research and planning of 30 years of the renowned SOCC (Students of Color Conference), FSOCC (Faculty & Staff of Color Conference), MSSDC (Multicultural Student Services Directors Council), SJLI (Social Justice Leadership Institute), DEHPD (Diversity & Equity in Hiring & Professional Development), Admins of Color Leadership Program, Cross-Institutional Faculty of Color Mentorship Program and the Men of Color Academy (MOCA).
WHEREAS, the June 5th, 2020 WA Assoc. of CTC Board of Presidents Resolution Denounces Violence against Blacks in America In support of Black Students, Faculty, Staff, and Communities;
WHEREAS, the WA State House Bill 1783, signed into law by Governor Inslee (on April 3, 2020)  that mandates every state agency create or expand funding for an office of equity;
THEREFORE BE IT RECOMMENDED,THAT Washington Community and Technical Colleges, expand funding (possibly from $44 million of CARES relief), research & full time staffing for Black, Indigenous and People of Color learning communities & student led organizations (BSU, First Nations, LSU, MSA, PISU, Umoja, Puente, Indigenous & Pacific Studies & AANAPISI models);
THAT, the SBCTC & human resources management commission adopt the 17 Steps to Diversity & Equity in Hiring & Professional Development to combat racism, disrupt intolerance & discrimination on the basis of race, color, national origin, religion, sex, disability, honorably-discharged veteran or military status, sexual orientation, or age in the administration of its programs and activities;
THAT, Washington’s Community and Technical Colleges & each of the 31 commissions & councils complete an annual D2S2 Departmental Diversity Self Study  to dismantle systematic injustices against historically marginalized groups;
THAT, each of the Washington’s Community and Technical Colleges (34), commissions and councils (31) , complete the Racial Equity Inventory Tool (Richardson & Davis-Jones 2019) to advance racial, social and economic justice in service to our diverse communities.
THAT, the SBCTC student services commission implement and fund the annual work plan (Martinez, Almusawi et. al. 2020 ) of the Multicultural Student Services Directors Council.
THAT, the Washington CTC presidents council empower & support the work plan of the newly formed WA equity diversity inclusion council  (Strickland Hunt et. At. 2020).

CTC HUMAN RESOURCES GUIDED PATHWAYS “DREAM”

WHEREAS, there are approximately 4,763 Black Indigenous People of Color serving as faculty, staff, trustees & administrators in racial harmony with our diverse region of more than 100,000 students of color in Washington state;
WHEREAS, the 2020 WA State legislature “finds that inequities based on race, ethnicity, gender, and other characteristics continue to be deep, pervasive, and persistent, and they come at a great economic and social cost.”
WHEREAS, the June 5th, 2020 WA Assoc. of CTC Board of Presidents Resolution Denounces Violence against Blacks in America In support of Black Students, Faculty, Staff, and Communities;
WHEREAS, the WA CTCs build upon the research and planning of three decades of the nationally renowned SOCC (Students of Color Conference), FSOCC (Faculty & Staff of Color Conference), MSSDC (Multicultural Student Services Directors Council), SJLI (Social Justice Leadership Institute), DEHPD (Diversity & Equity in Hiring & Professional Development), Admins of Color Leadership Program, Cross-Institutional Faculty of Color Mentorship Program and the Men of Culture Academy (MOCA).
WHEREAS the June 5th, 2020 Washington Assoc. of CTCs Board of Presidents Resolution Anti-Asian Discrimination Caused by COVID-19 Pandemic in support of Asian American and Pacific Islander Students, Faculty, Staff, and Communities
WHEREAS,  Washington State House Bill 1783 compels every state agency to create or expand funding for an office of equity;
WHEREAS, Dr. Martin Luther King Jr.’s Dream reminds us that  “Now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice.”
THEREFORE BE IT RECOMMENDED, THAT ALL 34 Washington Community and Technical Colleges, invest & ensure funding of year round Ethnic Studies courses to address the Guided Pathways urgency for radical, equity-minded, transformational organization change.
THAT, all 34 colleges create & or expand funding for an Office of Diversity, Equity & Inclusion to fully engage the voices of students, faculty, staff, and community members with strategic plans that lead to meaningful action & real systemic change.
THAT all 34 colleges fund a permanent Executive level DEI administrator to combat and disrupt instances of racism & intolerance with a focus on learning & outcomes aligned with community values & industry needs;
That, all 34 colleges fund a permanent full time tenured non-teaching faculty member (Instruction) to ensure intentional collaborative learning through professional development, partnerships, and resource development;
THAT, all 34 colleges establish measurable equity outcomes to increase equal employment opportunities  & college wide tenure track faculty diversity on an annual basis.
