[BFET] Paying for rent

This is really great conversation! Thank you to the colleges whom helped in providing Mark with their local information on processes.

Mark, thank you for providing a synopsis of the responses you have received. In implementation please keep in mind that your process must be within federal and state policy.

These policies are outlined within the SBCTC guidelines, DSHS Provider Handbook and Participant Reimbursement Directory:

·       All other resources must be exhausted prior to awarding housing supports.

·       All funds must be awarded through your financial aid system.

·       No funds can go directly to a student, even in the form of a check for their landlord.

·       Student must provide documentation of cost (this can be in the form of rental agreement, eviction notice, etc.)

·       Student does not have to be in the eviction process in order to receive this support service. This support can be given to a student to help keep them from going into eviction.

·       Housing supports cannot be used for mortgage payments.

·       A Participant Reimbursement must be completed, dated, and signed in alignment with the PR option your college has chosen.

·       Documentation (receipt) of expenditure must be in the students file.

·       This type of funding is limited to two times per year, unless the student becomes employed and you are providing retention services.

Sure. Yes, it seems all colleges are similar.

Business office cuts a check that gets charged to BFET budget. Before that happens Landlord completes W-9 (for some colleges) so the vendor can be created (maybe that is a universal requirement?). Copy of the lease required and preferably notice of eviction seems to be the norm.

Here at Edmonds we always have our business office produce checks made out to the company/owner of the premises. We never use the credit card for rental payments for a variety of reasons. We have the students pick up the checks at our office and they take them to the owners or the management office. Our business office will mail the checks if it is necessary, but it is much faster for the student to hand deliver them.

On a occasion, the BFET program coordinator will have to make a verbal and/or written agreement with the leasing company or owner that the college will pay.

We require a copy of a lease that is current and preferably a notice of eviction if that is the case of the emergency. If the owner is an individual then we look on the King County or Snohomish County Parcel View to verify ownership of the property.

Providing support services in the form of emergency rent assistance for students is proving extremely problematic.
We have a BFET credit card and it seems landlords as a rule don’t accept credit card payments. I have tried going through a third party company (Plastiq) to convert our credit card payment into a check for the landlord but Plastiq would not process the transaction because my name was not on the lease (i.e you can’t pay on someone else’s behalf).

How do you manage this issue at your college?
Has anyone found a third party company that will allow payments on behalf of a student?
