Last week, Nancy Dick, Anna Nikolaeva and I met with the WEC Exec. Committee during their retreat. We discussed the rapid turnover in key positions at the colleges and the need for specific training in many areas of workforce education. We have developed a survey to obtain a better understanding of the training needs of workforce staff across the colleges. It is short and pretty painless. Many questions will accept multiple selections - you are not limited to one response per question. BFET billing for July 1, 2016 through September 30, 2016 is due in OBIS no later than Monday, October 31, 2016. Both your invoices and your match certification form should be uploaded through OBIS. Billing rosters can be submitted to DSHS White Center as of September 1st. They must be submitted no later than Monday, October 10th, 2016, in order for them to be checked and returned to you in time for you to meet the October 31st deadline. Your billing roster should be submitted to DSHS White Center via the billing roster email address: BFETBilling at dshs.wa.gov. Your billing roster must be approved by DSHS prior to being submitted to SBCTC. Your approved billing roster should be uploaded to SBCTC via the State of Washington Secure Email Portal. You will no longer submit these rosters through SUE, but will now submit them through the WA Secure Email Portal. A few other reminders: Invoices in OBIS Invoices must: * Include only the 50% funding reimbursement you're seeking from the grant for the General, Tuition and Participant Reimbursement budget/invoice lines. * Include 100% of the funding reimbursement you're seeking from the 100% Funding budget/invoice line. 100% funds can only be invoiced if you have an approved revision to your budget that includes your 100% funds. * As applicable, colleges may claim indirect against eligible expenses billed after April 1st. Indirect may not be claimed against the remaining 50% of the up-front costs not included in your budget/invoice(s). For more information on indirect, see page 5 of the BFET fiscal guidelines document(available in both OGMS and OBIS). Match Certification Forms Invoices must include a match certification form with an amount exactly equal to the invoice line totals for the General, Tuition and Participant Reimbursement lines. Do not include the amount you're billing for your 100% Funding line on the match certification form. For example, if you are billing the amounts in the chart below, your match certification form should be exactly $20,000(General $5,000 + Tuition $10,000 + Participant Reimbursement $5,000 = $20,000). There have been some procedural changes surrounding the DSHS Confidential Information, Fraud and Abuse form (03-374E, Rev. 11/2014), aka the Notice of Nondisclosure form, used to request approval for both handling confidential information for BFET students and user access for eJAS. A copy of the form is attached. The nondisclosure form must be completed when an employee has access to confidential information for BFET students, or when such staff needs access to the BFET model in the eJAS system for BFET. The definition of Confidential Information and the nondisclosure Declarations should be reviewed with the employee prior to their completion of the form. For new staff, a nondisclosure form should be completed on site prior to accessing any confidential information (even if they do not need eJAS access) and submitted to the SBCTC via the Washington Secure Email Portal no later than five business days from the date of hire. Upon termination, the BFET program administrator should notify the SBCTC via the Washington Secure Email Portal no later than five business days of termination of employment. Please remember that the College (WorkFirst) model must not be used to access client information for the BFET program. Forms are due to the SBCTC annually and should be sent via the Washington State Secure Email Portal. Forms for FFY17 are due to Kim Wheeler at the SBCTC no later than Friday, September 30th, 2016.
