I have attached the template that will be used for the BFET Quarterly Report. There is the possibility that DSHS will provide another training on the template, but that has not yet been decided nor a date and time set. The component outcomes that are being requested to be tracked are as follows: * Total number of clients in specific components * Total number of clients exiting specific components * Number of incomplete exits * Number of loss of contact exits * Number of successful completions without employment * Number of successful completions with employment The total number of clients in a specific component, Column B, can be obtained in eJAS. However, the rest will have to be manually tracked, at this time. Column C is an aggregate of Columns D-G. Columns D-G match the BFET component closure codes: * Column D: IC = Incomplete means the participant did not complete the activity by the scheduled end date. * Column E: LC = Loss of Contact means you lost contact with the client for at least 60 days. * Column F: CS = Completed Satisfactorily means the participant completed the activity successfully, but did not receive employment. * Column G: EE = Entered Employment means the participant exited the activity due to employment. Leave this column blank, unless you close a component with this closure code. You must close components if the participant has not engaged in the BFET activity or contacted you for 60 days. It is anticipated that manually tracking this data will be temporary, as a request has been submitted to have these numbers tracked within eJAS. The report for October-December 2016 must be submitted to the SBCTC no later than January 10, 2017. Generally, the report will be due to the SBCTC no later than 10th of the month following the end of the fiscal quarter, to allow the SBCTC to meet the DSHS deadline. I wanted to take a moment to remind you that there are two mandatory trainings for BFET required to be updated each federal fiscal year. They are: 1. DSHS Abuse and Fraud Reporting 2. Civil Rights Training The completion of this training must be documented with the SBCTC annually. I have attached the form that should be used for this purpose. Video links to where the trainings can be found are included on the Verification Form. The SBCTC recommends that the trainings be completed early in the new federal fiscal year. Once you have provided the trainings, email a completed copy of the Verification form to me. A copy of this form must, also, be kept in your institutional files and made available upon request by the SBCTC or DSHS. As the system has done for quite some time now, we continue to do a very good job of maintaining timely and adequate notes in eJAS. Twenty-six colleges scored 0%, and another six had only one or two. That is excellent work. There have been a couple of questions about correctly completing the BFET Quarterly Report: 1. Will the "Total Clients in Component" column be duplicated or unduplicated? This column, Column B, of the report will be a duplicated count. The "Total Clients Exit" column, Column C, will be an unduplicated count. 2. Is the CS code, Completed Satisfactorily, an appropriate closure code for a student who will be taking a one quarter break from classes and then resuming their academic program? No, for the purpose of the Quarterly Report, this student should be coded as IC, Incomplete. The IC component identifies a student who did not complete an approved activity by the scheduled end date. The CS component identifies a student who successfully completed a certificate or degree, but has not yet received employment. I hope this helps clarify, just a little, how to complete this report. The rules went into effect under an emergency filing 7/1/2016 and can be found here: Chapter 170-290 WAC: WORKING CONNECTIONS AND SEASONAL CHILD CARE SUBSIDY PROGRAMS . When you are in the WAC you can click on the "Agency Filings effecting this section" on the upper right corner of the webpage to see exactly what was added and deleted. Specifically you asked about: 1) Child care being approved for 12 months at a time - Yes, when clients meet eligibility criteria at the time of application, they are approved for 12 months and will maintain their eligibility with very few exceptions. 2) Eliminating GAP coverage due to 12 month approval - The GAP used to be in WAC 170-290-0055 but was removed as of July 1, 2016. 3) Not having to report changes within 10 days - Clients are required to report some changes within specific timeframes but are no longer required to report starting/stopping school, work or other approved activity; changes in hours, or most income changes. The reporting requirements are in WAC 170-290-0031. 4) FFN changes such as extended background checks/finger printing and a 2%wage increase - The extended background checks and fingerprint changes have not been implemented yet, but are coming in November 2017. Rates for all providers were updated in July 2016 and can be found in WAC 170-290-0240.
