June 15, 2016 - Budget Revision Deadline This is the last day you can submit budget revisions in OBIS for any grants ending 6/30/2016. July 14, 2016 - Invoice Deadline This is the last day you can submit invoices in OBIS for grant expenses through 6/30/2016, regardless of the grant end date. Note: BFET Fiscal Guidelines state that invoices for April-June expenses are due no later than 7/15/2016. We must have corrected invoices and match certification statements that day, so we highly recommend submitting BFET invoices no later than 7/14/2016 in case any corrections need to be made on 7/15/2016. The EBT system will be undergoing changes, and on Saturday July 16th, beginning at 10:00pm through around 8:00am July 17th, clients will not be able to access their benefits at any store or ATM location. Here at SPSCC, we do not extend the component all the way through the end of Fall if a student is enrolled for both summer and fall quarters. There is a time constraint on BE and VE. For BE it is 120 days and for VE it is 150 days at a time (at least that is my understanding). Our Summer through Fall equals 158 days, which exceeds the 120 and 150 day rules. However, in ejas, I am physically able to open a component for up to 365 days; so the capability to set components for over the 120/150 days is possible. Is it allowed? I do not know for sure. In the handbook for VE it states, "Open this component for a maximum of 150 days, with a total of up to 2 consecutive years without our further review. Open a new component after the first 365 days." My understanding is that the component can only be open for 150 days at a time for up to 2 years. The whole "open a new component after 365 days" I haven't a clue what that means. Since I am a fraidy-cat, I just open and close our components after each quarter. I would ask your DSHS BFET case manager since they are the folks that review your ejas automation. When I have a huge number of folks to process, I just send them in on an eligibility list and have DSHS open and close the components. On page 16 of the April BFET Provider Handbook, it states: You must either update eJAS or contact us via an eligibility list, at BFETHelp at dshs.wa.gov, with any changes that result in a reduction in component hours or termination of components. You must do this within three working days of discovery of the change. Other changes that you may report through either eJAS or an eligibility list include: ? Changes in component participation; ? Non-participation; ? Increase in participation hours; or ? Employment changes, such as new employment with wages/hours/etc. and termination of old employment already input into eJAS (if updating this in eJAS, you must update the employment screen within ten calendar days of the participant reporting a job to the Provider). If a student is not enrolled for quarterly classes, they will have zero component participation hours, which would require their components be closed during this time. For students who are enrolled for Fall quarter, their component should be reopened when classes resume in the fall. The first policy applies to participant reimbursement processes for textbooks and supplies purchased through an internal bookstore. The second policy allows you to document participant reimbursements on a form other than the DSHS Participant Reimbursement form if you include a few required elements and obtain prior approval. Both of these policies are presented below and will be included in the next BFET Provider Handbook update. Textbooks & Supplies Policy - Internal Bookstore Only Participant Reimbursement documentation for textbooks and supplies through an internal bookstore must include: 1. Participant Reimbursement form supplied by DSHS or an alternative form approved by the SBCTC WorkFirst Program Administrator, which includes the following elements: o BFET Participant Name and an identification number (SID or eJAS ID) o Date of participant request o Identification of requested support services (there is no limit to the options that may be listed on the form, however "Books" must be included) o Student declaration, to include, but not limited to: ? Liability Statement: the liability statement should reflect the requirement that the support services received cannot be misused and that a misuse of support services can result in repayment of funds. This statement or statements can tailor to meet the institution's needs. ? Receipt requirement (optional): if your process requires the student to supply a receipt, you must include a statement identifying this. 2. Expense Documentation: documentation of the actual expense must be kept on record and the documentation must: o include an itemized list of purchased books/supplies for the participant o include only information for the specific participant (not a record with multiple participants on the same documentation) o be accessible: documentation can be attached to the participant reimbursement form in the participant's file or stored in an alternate location, including electronically. ? If documentation is not attached to the participant reimbursement form in the participant file: ? the participant reimbursement form must identify the expense amount, and; ? the documentation must be produced with the participant files requested during monitoring visits or audits ? Expense amount for requested reimbursement ? Justification for the reimbursement ? Authorizing staff name, signature and date ?
