From emiller at cascadia.edu Tue Jul 5 10:39:37 2016 From: emiller at cascadia.edu (Miller, Erika) Date: Tue, 5 Jul 2016 17:39:37 +0000 Subject: [BFET] Participant Reimbursement Policy Updates In-Reply-To: References: Message-ID: Erin, With the new policy for approving an alternate form, I am concerned about including the participants eJAS ID numbers on our form shared with our contractor. The form we use at Cascadia is faxed to the University Bookstore Accounts office for processing when we award students any book/supply money. My concern is that we are not familiar with their processes, or how they would keep our clients confidential information safe, if we were to include the eJAS ID. If we were to include the eJAS ID numbers, would the staff handling our vouchers need to complete a DSHS confidentiality agreement? I am mainly concerned with client confidentiality, not knowing who processes or has access to our vouchers once they are with our contractor (University Bookstore). Can you please provide some more insight into how we should proceed? The first policy applies to participant reimbursement processes for textbooks and supplies purchased through an internal bookstore. The second policy allows you to document participant reimbursements on a form other than the DSHS Participant Reimbursement form if you include a few required elements and obtain prior approval. Both of these policies are presented below and will be included in the next BFET Provider Handbook update. Textbooks & Supplies Policy - Internal Bookstore Only Participant Reimbursement documentation for textbooks and supplies through an internal bookstore must include: 1. Participant Reimbursement form supplied by DSHS or an alternative form approved by the SBCTC WorkFirst Program Administrator, which includes the following elements: o BFET Participant Name and an identification number (SID or eJAS ID) o Date of participant request o Identification of requested support services (there is no limit to the options that may be listed on the form, however "Books" must be included) o Student declaration, to include, but not limited to: ? Liability Statement: the liability statement should reflect the requirement that the support services received cannot be misused and that a misuse of support services can result in repayment of funds. This statement or statements can tailor to meet the institution's needs. ? Receipt requirement (optional): if your process requires the student to supply a receipt, you must include a statement identifying this. 2. Expense Documentation: documentation of the actual expense must be kept on record and the documentation must: o include an itemized list of purchased books/supplies for the participant o include only information for the specific participant (not a record with multiple participants on the same documentation) o be accessible: documentation can be attached to the participant reimbursement form in the participant's file or stored in an alternate location, including electronically. ? If documentation is not attached to the participant reimbursement form in the participant file: * the participant reimbursement form must identify the expense amount, and; * the documentation must be produced with the participant files requested during monitoring visits or audits ? Expense amount for requested reimbursement ? Justification for the reimbursement ? Authorizing staff name, signature and date ? Student declaration, to include, but not limited to: o Liability Statement: the liability statement should reflect the requirement that the support services received cannot be misused and that a misuse of support services can result in repayment of funds. This statement or statements can tailor to meet the institution's needs. o Receipt requirement (optional): if your process requires the student to supply a receipt, you must include a statement identifying this. ? Student Signature Participant Reimbursement Forms - Approval Process for Alternative Forms In all participant reimbursement processes, the Participant Reimbursement form provided by DSHS must be used unless an alternative form is approved by the SBCTC Program Administrator. If seeking approval for an alternative form (except in the case of internal bookstore processes), ensure the following elements are included: ? Participant's Name ? Participant's eJAS ID ? Date ? Type of Reimbursement requested Please keep in mind that these new policies are in addition to the participant reimbursement policies (including the Higher One card policy) already in the BFET Provider Handbook on pp. 19-21 of the April 2016 version. Also, please share in my appreciation for those that volunteered their time to contribute to these policy revisions: Dani Trimble - Lower Columbia College Demetra Biros - Lake Washington Technical Institute Kevin Thomas - Clark College Kelly Johnston - Tacoma Community College Celva Boon - Renton Technical College Amme Paluch - Spokane Falls Community College Yolanda Valdez - Bellevue College Sheila Gomez - Clover Park Technical College Dave Skaar - DSHS Kathy Payne - DSHS Lisa Pan - DSHS Thank you for all your work in supporting BFET students and have a great 4th of July weekend! Based on past employment numbers for BFET, DSHS is asking all providers to set a minimum standard of 60% for their performance outcomes. The employment outcome data for Quarter 4 of 2014 shows that most of the colleges were at this level or only slightly below. In your FFY17 BFET budget worksheet, please review the Performance tab, Cell K6. If the number there is less than 60%, recalculate your % of Success (J8/J7) to reflect an outcome of at least 60%. Call for Volunteers -- BFET Application Peer Review, August 9, 2016 Message-ID: [cid:image002.jpg at 01CF596C.66B63170] Good afternoon, Here's your chance to volunteer to be a part of a 2016-2017 Basic Food Employment & Training (BFET) Application Peer Review Team. The peer review will take place on Tuesday, August 9th, 2016, from 9:00 a.m.-3:00 p.m., in Cascade A & B at the State Board offices in Olympia. Lunch will be provided. This is a great professional development opportunity for seasoned or new staff, as reviewers get to see the process from the inside out as well as gain valuable knowledge and ideas for their own applications in future years. If you serve as a reviewer, you will receive 6-7 applications approximately a week prior to the peer review. You will then have several days to read through them all before the peer review. At the peer review, you will meet in an assigned team to form a consensus opinion on whether or not each application meets the given criteria. While not everyone that responds will be guaranteed a spot on a team, we highly value the perspective of our colleges and our BFET partners, and believe it is important to include your input in this process. If you are interested in volunteering to participate as a member of the peer review team, or have a staff member who would like to participate, please complete the short SurveyMonkey form no later than Wednesday, July 20th, 2016. Please respond to the survey and not directly to this email. Please let Kimberly Wheeler, 360.704.4336, kwheeler at sbctc.edu, or me know if you have any questions about the review process. I look forward to hearing from you and working with you on this year's BFET review. If seeking approval for an alternative form (except in the case of internal bookstore processes), ensure the following elements are included: ? Participant's Name and Signature ? Participant's Student ID Number, as long as the SID is linked to the eJAS ID in the Participant File. This change was made to avoid non-BFET college staff being required to complete the DSHS Nondisclosure form, since the eJAS ID is considered confidential in nature. ? Date ? Type of Reimbursement requested ? A BFET staff signature is not necessary if the participant reimbursement can be documented through the college's Financial Management System. It is unlike that 100% funds for colleges will be available at the start of FY 2017. We will endure to request mid year carryover funds, including 100% as soon as possible. Fringe benefits are very high. (40 to 60 percent) Please review and/or provide clarification. 3. No tuition included in the budget. Please clarify whether this is intentional. 4. Please provide a fringe benefit rate and an explanation of how fringe benefits are calculated for this budget on the cost Explanation allocation tab.
