I hope you all had wonderful holidays and welcome to the new year. Below is an email update from the SBCTC that was sent out via the WEC listserv last week, but I wanted to make sure you are in the loop. If you have any questions, please let me know. Erin Frasier Policy Associate, Workforce Education Washington State Board for Community and Technical Colleges 1300 Quince Street | PO Box 42495 | Olympia, WA 98504-2495 P: (360) 704-4339 E: efrasier at sbctc.edu From: VTC [mailto:vtc-bounces at lists.ctc.edu] On Behalf Of Marie Bruin Sent: Tuesday, December 29, 2015 9:32 AM To: WEC Listserv Subject: [WEC] FW: Workforce Board January 6th Meeting: Washington Workforce Plan-Key Documents for your Review Web access to newly updated WIOA planning documents- The Workforce Board website has been updated with recent versions of several documents that will be under consideration by the Board at the January 6 meeting. We invite you to visit http://wtb.wa.gov/WAWorkforcePlan.asp to download these materials, including: 1. Talent and Prosperity for All -The Strategic Plan for Unlocking Washington's Workforce Potential: This is the document you are familiar with; it was approved in principle at the November 19th Board meeting in Lacey. Since November, we have updated some of the information and edited its content in response to recommendations from partners and stakeholders that we received during the public comment period. This document continues to be the "North-Star" for our plan that guides the remaining plan components and any future revisions; 2. Talent and Prosperity for All- Operational Plan Components: This large document contains all the detailed responses required by our federal agency partners. Please note that this document may be updated periodically in the coming days as additional submissions from workforce system partners are received, but to the extent the document changes between now and January 6, staff will brief the Board. In particular this document includes the following: A. Strategic portions of the WIOA Plan: As outlined in the prototype (Please note: Due to the construction of the WIOA Plan submission process, which involves responses to specific questions, there is considerable overlap between this section of the plan and the TAP Strategic Plan); B. Operational portions of the WIOA Plan: that provide more detailed information on how various state and local workforce agencies will work together to achieve the goals outlined under the plan; and C. Agency specific portions of the WIOA Plan: that provides in-depth information on how each individual agency will support the strategies and operation provisions in order to ensure the successful implementation of the plan. 3. WIOA Plan Prototype: This document outlines the specific components and questions that must be answered in order to meet the requirements under the Workforce Innovation and Opportunity Act of 2014. The "Talent and Prosperity for All - Operational Plan Components" document referenced above represents the draft state answers to these planning requirements. The narrative, "strategic" component of the TAP plan is nearly finalized and we anticipate the Board's January 6 meeting will largely resolve any last-minute issues on this portion of the plan so that the Board's legislative outreach staff can begin discussions with the state Legislature on the Board's approved draft joint resolution endorsing the plan as the state's workforce development strategy. The extensive "operational" portion of the plan is being considered by the Board for the first time as a draft, and will be released for public comment and further refinement after January 6. We anticipate the Board will reconvene in late February to finalize approval of the operational submission before our March 3 deadline to submit the WIOA plan to our federal partner agencies. -------------- next part -------------- An HTML attachment was scrubbed... I'm sending you this reminder of the training on the Reutilized Funds Tracking spreadsheet that is scheduled for tomorrow, Friday, January 22nd, 11am-12pm. The form is attached. If you will be participating via computer and have the form pulled up, you could easily complete the form while in the training. Some additional recommendations and information about the training: 1. Having your fiscal staff participate could be useful. 2. You must have a way to listen to the audio - speakers or headphones. To ask a question verbally, you will need a microphone. If no microphone is available, questions can still be submitted by typing in the chat field. 3. There are a limited number of ports available for dial-in. If you can participate via computer, that would leave these ports open for those who cannot join via computer. 4. If dialing in, you will need to first initiate the session on a computer. This will generate a phone number and pin number for your use when joining by phone. The session cannot be initiated from the Collaborate mobile app. We are hoping to successfully record the Collaborate session and make a link available to you at a later date. The FFY16 BFET Training Forum will be here before we know it. This year's Forum is scheduled for Tuesday-Wednesday, May 3rd-4th, at the Three Rivers Convention Center in Kennewick. Detailed information will be forthcoming soon. At last year's Forum, one of the breakout sessions focused on College Best Practices. We have that opportunity again this year. If you have a BFET best practice you would like to share with your colleagues, let me know ASAP, as the Forum agenda is being developed at this time. You may remember that the session used a TED Talk format, i.e., a 10 minute (or less) presentation with a 2 minute Q&A. This allowed us to be exposed to several best practices by getting to the core of the presentation quickly. Or you can use your full 12 minutes for presentation with no Q&A, or shorten your presentation to allow extra time for Q&A. It's your choice, but no more than 12 minutes. Also, last year, we set aside an hour or so, after the first day of the Forum ended, to have a college only meeting for information sharing and networking. Another such session is being scheduled for Wednesday, May 3rd. I will look forward to hearing your ideas for best practices.
