DSHS will be holding the next BFET Provider Meeting on Monday, December 7th from 9:00 -11:30 a.m. They will be providing in-person locations in Everett, Seattle, Tacoma, and Spokane, as well as providing WebEx access. We encourage you to be in attendance at one of the in-person locations if possible to collaborate with other providers in your service areas. In addition, we will be holding a follow-up meeting for colleges shortly after this meeting at 1:00 p.m. This will be a conference call, so you will be able to connect from any location. This will be your opportunity to ask any clarifying questions from the morning's presentations and allow us to cover any college-specific topics. It is the time of the year for you to let us know what level of BFET supplemental 100% funds your program would like to request for FFY16. No upfront 100% funds were received this year. Please incorporate your initial 100% funds request in your new request. DSHS has indicated that FNS is expected to reallocate unspent 100% funds from other states by January 2, 2016. This would allow for use of these funds potentially as early as Winter quarter, but certainly by Spring quarter. As a reminder, BFET 100% funds can be used for both administration and tuition, but not for participant reimbursement. In making your request, please breakout the level of funding you are requesting by admin and tuition. In admin, the funds can support salaries and benefits, goods and services, travel and indirect. Your request for BFET supplemental 100% funds must be receive no later than Thursday, December 3, 2015. Thanks. We have had some inquiries about the time limits for the BFET Release of Information Form and the alternate Release of Information Statement, both provided by DSHS. If you are using the DSHS Consent form, DSHS 14-012 (X) (Rev. 02/2003), checking the box labeled "as long as DSHS needs records" means the form does not expire and need to be renewed. If you are using the very specific, DSHS-provided Release of Information Statement on your own BFET application, the statement is only valid for 3 years, and then must be renewed. As BFET providers, colleges should be partnering with other BFET providers in their service areas to ensure students are receiving all needed services to overcome barriers, successfully complete E&T and eventually attain employment. Individual Employment Plans can include activities from more than one BFET provider as long as there is not a duplication of services. Each BFET provider will receive a separate component code in eJAS to track their portion of the student's activities. Like our collaboration with WorkFirst providers, our contract with DSHS includes partnerships with other BFET providers. Colleges, therefore, do not need to establish a separate contract or other form of agreement with CBOs that are BFET providers. To assist you in identifying other BFET providers in your service area, visit the CBO provider list. In addition, to create a more efficient process for co-enrollment and to increase provider collaboration, DSHS is currently piloting a new referral process in eJAS. We will keep you posted about outcomes of this pilot and potential state-wide implementation. For reference, see the Enrollment with Multiple BFET Providers section on pp. 11-12 of the October 2015 version of the BFET Handbook. We have included a new statement in the BFET Grant Guidance document, attached, to reflect our obligation to coordinate with other BFET providers, as stated in our contract with DSHS. In addition, the BFET Self-Assessment Survey will ask you to review your current collaboration with other BFET providers. Our expectation is to increase our collaboration with CBOs in your service areas that can provide additional support to our students. In order to use your college's federally approved indirect rate for BFET, you must input your federal letter as an attachment into OGMS annually. A review of this year's BFET grant applications shows that some of you checked the radio button in the introduction to Section 5 indicating you would be using your federal rate, however you did not attach your letter. This means you are not approved beyond the 5% indirect limit. If your intent is to use your federal indirect rate, you need to attach your letter to your BFET grant application in OGMS at this time. Additionally, if your college's federally approved indirect cost Negotiation Agreement states "BASE - Direct salaries and wages excluding all other fringe benefits" you must charge your federally approved indirect rate on salaries only.
