I'm curious, at your campus, are you responsible for helping evaluate/test the accessibility of products before purchasing?

I'd love to see other school share their polices and processes here, too. Even if they are works in progress.

Thank you for taking the time to share your experience and thoughts with us, I appreciate that very much. My role at the state board is relatively new--so hearing from our colleges is incredibly helpful to me as I prioritize the work ahead of us.



SBCTC acknowledges the need for improved accessibility practices, including procurement. I am working with a small group of people to write an Accessible IT Procurement policy with a companion document outlining process. The companion document will include things like sample questions to ask a vendor when considering a product, suggestions for exercises someone can perform to conduct some basic testing (without being an expert), suggestions for third party testing solutions, etc.

I would just like to take a few minutes to share my thoughts about PDFs.



It is a well-known fact that you cannot make a Microsoft Word document completely accessible. The tools for making accessible and checking for accessibility are there, but are not complete.

Yes, it was an expensive tool. And the training to use CommonLook costs and is intense.  Once we purchased CommonLook, we started asking for the MS Word documents so we can make any changes needed and check it with CommonLook Office. Once that check is done, we save it to a PDF. We then send it to CommonLook PDF for the final fixes and checks.  The final check lets us choose what standard to pick, ISO 32000-1:2008, WCAG 2.1 AA, etc. and that end result tells us that the PDF is, in fact, completely accessible.  You also have the freedom of submitting documents for them to do, if needed. There are various ways to connect with them with questions and they are very helpful. Their training is on-going and exemplary.  There are times we can’t get the MS Word document so we just remediate the PDF and the success rate on accessibility is high.

I do not disagree that PDFs can be impossible to make fully accessible if you're only using Adobe Acrobat Pro. However, there are tools out there that can get a PDF completely accessible.  Before CommonLook, I only had Adobe Acrobat Pro to use to remediate PDFs and it caused me great concern as there was much that was hard to make accessible.



It would be such a blessing if at a state board level, they purchased CommonLook for all colleges to use for remediating documents. It would be a well-spent choice, I can assure you.  Our college, my department, also does software testing for all possible new purchases and renewals for accessibility. From my own testing results, I can tell you that the state board has purchased software that is not totally accessible. It would warm my heart if our Washington State Board of Community and Technical Colleges would purchase CommonLook for all of us to use (I’m sure the discount would be great).  It is an accessible software to use (keyboard shortcuts galore which makes the remediation process even faster even if you don’t use a screen reader) and will produce accessible digital content.  Our not-accessible content worries would end. We would be on the cutting edge of accessible content, for sure.

Here at Western Washington University (WWU) we’ve worked to reduce our PDF production and have reduced our PDF numbers from 10,000+ in 2018 when I joined, to roughly currently around 2,000 circulating PDFs.

This reduction in PDFs is due to:

During this time I worked with site owners/editors to identify and remediate (and in some cases remove unnecessary/outdated) inaccessible PDF files.

Last week, Adobe updated Acrobat and with it, the PDF Maker plug-in for MS
Office that is used to export PDFs from Word and other office apps on
Windows.

Several key bugs in PDF Maker have shown up since, namely:

*       Alt-text added in Word is dropped in the exported PDF and replaced
with code gibberish. (Yes, all the Alt-text you worked hard on is gone!)

*       Every frigging line, border, and background fill on table cells,
text boxes, paragraph borders, and hyperlinks is tagged in the Tag Tree with
<P>PathPathPathPathPathPath.one "path" for each border on each cell in a
table.

*       And there's no way to roll back to the previous version of Acrobat
and recover your tools. Once updated, you are S O L.

Three actions to take:

1.       Vote to fix these bugs on Adobe's UserVoice website.
If you can, please also add a comment about how accessibility is required
for you and your organization by your country's and state's laws. (Adobe's
staff don't understand these laws about civil rights and equal access to
information.) We need a few hundred votes on this page for Adobe to pay
attention to the problem, so spread this message to your colleagues.

2.       Until this is fixed, use Microsoft's built-in utility to export
accessible tagged PDFs, and skip the Acrobat Ribbon (which is the Adobe PDF
Maker plug-in) altogether. I'll have a blog / tutorial on this by the
weekend, but in the meantime, here are the quick instructions:

a.       Make an accessible Word document as usual, with styles, Alt-text,
etc.

b.       File / Save As / and then choose PDF in the File Type field. This
triggers Microsoft's built-in export utility, not Adobe's.

c.       Set your options, file location, and file name.

3.       And don't upgrade to the latest version of Acrobat. The version
that is buggy (well, more than usual) is 2021.007.XXXX, and the versions of
PDF Maker that are installed with it are PDF Maker 21 Library 21.7.123 and
Library 21.7.112.
