<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri Light",sans-serif">On March 10th, the Legislative session ended and on March 31, Governor Inslee signed the supplemental operating and capital budgets into law. There were no vetoes to
our system’s budgets. Now that we have certainty about the newly enacted operating budget, we’d like to give you a brief summary of what to expect over the coming weeks and months. </span><o:p></o:p></p>

<li class="MsoNormal" style="mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;font-family:"Calibri Light",sans-serif">As with past budgets, the presidents’ association (WACTC) has been briefed on all new investments and compensation increases.
</span><span style="font-size:11.0pt;font-family:"Calibri",sans-serif"><o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;font-family:"Calibri Light",sans-serif">Many of the new investments from the Legislature are provided for specific enrollment types, such as cybersecurity, nursing, BEdA for
newly arrived refugees, students experiencing homelessness and commercial driver’s training.
</span><span style="font-size:11.0pt;font-family:"Calibri",sans-serif"><o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;font-family:"Calibri Light",sans-serif">During its business meeting in late March, WACTC adopted allocation recommendations to the State Board for all new investments. Those
recommendations will be incorporated when the full FY 2023 operating allocation is presented to the State Board on May 5,<sup>
</sup>2022. We anticipate final approval of next year’s allocation at that time.</span><span style="font-size:11.0pt;font-family:"Calibri",sans-serif"><o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;font-family:"Calibri Light",sans-serif">Certain policy investments, like the pilot for students experiencing homelessness, are designed to be extensions of existing programs,
so allocations will likely be made in the same way they were in the past. </span>
<span style="font-size:11.0pt;font-family:"Calibri",sans-serif"><o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;font-family:"Calibri Light",sans-serif">Due to the unusual number of focused investments, we are working on simplifying the distribution methods wherever possible so that colleges
don’t have to go through the full Request for Proposals and Online Grant Management System (OGMS) process.</span><span style="font-size:11.0pt;font-family:"Calibri",sans-serif"><o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;font-family:"Calibri Light",sans-serif">In some cases, such as the Commercial Driver’s License funding, the Legislative proviso requires us to use a competitive grant process
that will be administered through OGMS. </span><span style="font-size:11.0pt;font-family:"Calibri",sans-serif"><o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;font-family:"Calibri Light",sans-serif">We will share more information about all of these funding opportunities as it becomes available in the coming weeks</span><span style="font-size:11.0pt;font-family:"Calibri",sans-serif"><o:p></o:p></span></li></ul>
